(1 Y A RESOLUTION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING AN AGREEMENT WITH TOSHIBA BUSINESS SOLUTIONS FOR MANAGED PRINT SERVICES, IN AN AMOUNT NOT TO EXCEED TEN THOUSAND DOLLARS (SI0,000.00); UTILIZING THE CITY OF COCONUT CREEK CONTRACT NO. 12 -01- 10-10; AUTHORIZING THE CITY MANAGER TO EXECUTE SAID AGREEMENT AND TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City currently spends an estimated $18,000.00 annually in the purchase of toner for desktop printers laser printers; WHEREAS, staff determined that the Toshiba Business Solutions is willing and capable of providing managed print services in an amount of Ten Thousand Dollars ($10,000.00) annually, representing a savings to the City of over 40 %; and WHEREAS, the managed print services to be provided by Toshiba Business Solutions will also include full parts and labor warranty for those desktop printers, resulting in additional savings to the City; and WHEREAS, the City now wishes to enter into an agreement with Toshiba Business Solutions for Managed Print Services in an amount not to exceed Ten Thousand Dollars ($10,000.00), attached hereto as Exhibit "A ", utilizing the same terms and conditions stated in the City of Coconut Creek Contract No. 12- 01- 10 -10. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of Agreement. The City Commission hereby approves the Agreement with Toshiba Business Solutions for Managed Print Services, in an amount not to exceed Ten Thousand Dollars (S 10,000.00), attached hereto as Exhibit "A ". Section 2. Authorization of Citv Manager. The City Manager is hereby authorized to execute said Agreement and to do all things necessary to effectuate this Resolution. Section 3. Effective Date. TOTAL QUALITY COMMITMENT During the term of this contract, If your MFP does not operate within Toshiba's product specifications or to the guidelines of the SLA and if the equipment cannot be repaired to perform within product specifications, Toshiba will replace the MFP or accessory at no charge with a model of equal or better features and specifications. Keep In mind that we are a manufacturer and not a dealer. This Is a Toshiba Guarantee! >_ TOSHIBA'S SERVICE METHODOLOGY • Response time of 4 hours. In locations where we have dedicated technical support, our response time averages between 2 — 3.5 hours. • Toshiba's comprehensive Preventative Maintenance (PM) Program is designed to improve equipment reliability and minimize customer down time. Each Toshiba model has a specific PM interval. At this Interval, the machines control panel will indicate that it is time to schedule a PM. • Preventative maintenance shall include, but is not limited to routine cleaning and lubrication & all necessary adjustments, Replacement of consumable items as recommended by Toshiba Service such as feed tires, fuser - cleaning components and charge coronas, replacement of environmental consumable items as recommended by Service such as ozone, developer and optics filtration components. • Toshiba does maintain and manage $1 million dollars of inventory of MFP and printer replacement parts at two strategic warehouses in Florida and Georgia. Any parts not immediately available will over - nighted from these warehouses or the manufacturer. • Toshiba does have an escalation policy in for the replacement of non - performing equipment. The final determination of equipment replacement is made with mutual agreement between the customer and Toshiba Service Management. • As a standard practice, TBSFL credits back service copies used during the repair of the unit. Our dispatch system keeps track of service copies automatically and we credit back to the client. We have worked with the City of Coconut Creek to conduct a full -scale assessment to both determine the most appropriate plan of action and to quantify that the effort is worthwhile. We will dedicate whatever resources are needed to achieve the desired "to -be" state. Using our proprietary Encompass Document Analysis program, Toshiba's trained business analysts can quickly and efficiently synthesize the company's document production infrastructure from information gathered during the assessment. This allows us to capture and maintain data regarding specific machine metrics, provide exception reporting, and ensure that the work is completed and problem resolved within the required timeframe. Users will place service calls with Toshiba's Dispatch Center by calling our toll -free number or online via the Global Services Portal. Upon receipt of the request, the dispatcher inputs the service data and notifies the local office of the service call. For locations with an onsite technician, the dispatcher pages the technician and provides a digital message that contains the customer name, phone number, and brief description of the problem. The local team will contact the customer immediately upon receipt of the dispatch in order to acknowledge the service request, provide a time of arrival and /or to provide phone resolve or technical support. For calls not resolved over the telephone, a service technician will be dispatched for an on -site visit within four hours of receipt of the call. The local office will respond to all service calls within 2 hours of receipt of call. Upon completion of the service call, the service technician will also clear the call through Toshiba's Dispatch Center. Follow -up calls are made until the service is complete and the customer's needs are met. Toshiba's Dispatch Center operates during the hours of 5:00 a.m. to 5:00 p.m. Pacific Time, Monday- Friday excluding holidays. The Dispatch Center can be reached online via the Global Services Portal, or through Toshiba's toll -free telephone number: 877 -855 -1344. Toshiba's Dispatch Center uses BMC Remedy as their service desk platform for managing all tier -one service tickets. This system has been customized to fit Toshiba's and our customers' specific requirements for service call logging, dispatching, backing and problem resolution. Escalated Problem Resolution While our goal is to resolve the problem on first visit, in rare cases where an issue is not resolved through first level triage, the local Account Manager will assign the problem to a technical expert in the relevant area. Recurring problems are reported immediately to the Service Manager, who will determine possible solutions and actively work to resolve the issues. Preventative Maintenance Toshiba will also provide ongoing preventive maintenance as prescribed by manufacturer recommendations to ensure that Equipment remain in good working condition. Regularly scheduled maintenance will include testing, cleaning, lubricating, adjusting, replacing unserviceable parts, and communicating any necessary suggestions to the operator. Toshiba has a comprehensive Preventive Maintenance (PM) Program designed to improve equipment reliability and ensure the highest possible up -time through periodically inspections, cleaning, and parts replacement Scheduled PM intervals vary by model and are programmed into the device. At the required interval, the equipment's control panel will indicate that it is time to schedule PM. The customer location will only need to place a call for service. During the PM visit, the service technician verifies that the equipment is operating efficiently and replaces worn parts to ensure that the equipment continues to function within our specifications. Manufacturer Support To assure quality service, Toshiba backs its servicing providers with direct manufacturer support through various resources: Toshiba's service technicians will have access to our InTouch Center during the hours of 9 a.m. to 8 p.m. Eastern Time (6 a.m. to 5 p.m. Pacific Time) for troubleshooting assistance with network or printing issues. Our InTouch Center is staffed with network certified professionals who are trained to assist in supporting hardware and software installation of the network components, system operation and troubleshooting. This staff also keeps our service providers updated on the latest product software releases and any newly incorporated Toshiba hardware changes who, in turn can communicate these updates to our customers. Additional resources to support our field technicians include: • Regional Technical Advisors - Toshiba provides our customers and service providers with this team of technical experts who offer assistance in the field to ensure that complex systems- and equipment- related issues are promptly resolved. • Marketing Solutions Engineers - Toshiba provides our customers and service providers with this team of technical experts who resolve connectivity, integration, networking, and software- related issues at customer sites. • Major Account Service Specialists - Toshiba offers this team of technical experts solely to our Major Account customers for technical support and to resolve issues that may arise. • Toshiba Extranet - This is an outstanding way that we keep our service technicians abreast of industry changes and specific Toshiba product updates. In addition, Toshiba service technicians are fully stocked upon delivery with parts to repair the devices. Toshiba knows the importance of service support to our customers. Toshiba's standard service -level agreement (SLAB) establishes product uptime, service response times, days and hours of coverage, delivery time, and issue escalation/resolution: Uptlme Toshiba will set a goal for the highest effectiveness level on equipment, but can immediately state an average of 95 %. Uptime is calculated based on an average over three -month periods. Toshiba, through its Help Desk, proactively monitors our uptime performance and takes corrective action with any unit that falls below the threshold. If Toshiba discovers a pattern across a segment, root cause analysis will be employed to discern the cause. Response Time Toshiba provides an average of two hour on -site response after receipt of a service call. Typically, Toshiba will respond within two hours; however rural locations (anything outside of a 50 -mile radius of the local service provider's territory) may require additional time. If permitted to maintain inventory onsite, for remote locations, we can accelerate our response time. Equipment Installation / Move / Add / Change Typically, a request is booked as a service ticket, clearly indicating Installation, Move, Add or Change. When a ticket of this type is logged, it is assigned to an appropriate party. If there's a request for new equipment under a cost per page MPS agreement, we typically would assess the environment to understand the requirement prior to adding the equipment. The specific service level for each type of request is determined during the contract negotiation process. Toshiba will facilitate, at no charge, end-of —term removal of leased product provided by Toshiba. Product Delivery Toshiba's delivery time for new output devices orders from time of receipt to time of install is approximately 15 to 30 days upon receipt of the order. Supply order fulfillment for legacy and new equipment occurs in two days or less. Issue Escalation Procedure During the course of normal business, service issues may arise that will require an on -site visit to resolve. Toshiba established the following guide to document and resolve issues in a timely manner. Although the areas requiring technical assistance are varied in degrees of severity and complexity, all situations are resolved following the same basic procedures. The following steps will be performed: • The National Account Service Specialist assigned to your account receives a request for technical assistance. • The customer and the Service Provider are contacted to define the issue. • A visit is scheduled with the customer and Service Provider. • The issue is researched using all available sources for possible resolution. • On -site troubleshooting and repair of machine is performed. Toshiba uses a variety of data collection software to capture information volume information and trends in an output fleet depending on the customer's IT capabilities and network infrastructure. Toshiba can utilize FMAudit to discover and audit all of networked printers. FMAudit Viewer records meter reads for prints, copies, faxes, and scans, in addition to serial numbers, toner coverage and much more. FM Audit Viewer may be run from any network - connected PC. All print devices are automatically discovered on the network without any configuration required. Enterprise level installations are supported, with the ability to audit 1,000's of networked devices within minutes. The heart of the FMAudit system is the Central server. FMAudit Central is a data repository and customer portal used for the collection and consolidation of automated meters, status, and service alerts from FMAudit Onsite. Each Toshiba device provides basic tracking of copies, prints, faxes and scans. Toshiba will access this information via the web, download in .csv format and import into Excel. Any costing information with this solution would need to be maintained and tabulated manually. When client codes are enforced at the MFD LCD or via the print driver, this information is tracked and can be downloaded as well. Additionally, through our remote meter collection software/FM Audit, we are able to retrieve such information from networked devices that are SNMP- enabled for billing and charge back purposes. We know the implementation process is an important concern, and we will work to effect a smooth and seamless transition across all designated sites. Toshiba Representatives The rollout and deployment of Toshiba devices will be administered by a Transition Team comprised of experienced individuals who have participated in successful deployments for other major accounts. Toshiba will support every aspect of the implementation process, coordinate national support, and facilitate the account review process. RECOMMENDATION: It is recommended that the City Commission approve the attached resolution granting purchase . authority and approval on a Managed Print Services agreement with Toshiba Business Solutions Florida, in an amount not to exceed $10,000.00 annually. REASONS: The City presently spends an estimated $18,000 annually on toner for desktop laser printers. The Managed Print Services agreement with Toshiba will save the City over 40% on current toner costs, as well as provide full parts and labor warranty on these printers.
