3. RESOLUTIONS
3A. A Resolution of the City Commission of the City of Sunny Isles Beach,Florida,Approving
the Third Amendment to Design-Build Agreement between the City of Sunny Isles
Beach and 4M Investors, LLC., Attached Hereto as Exhibit "A"; Authorizing the City
Manager and City Attorney to Do All Things Necessary to Effectuate this Resolution;
Providing for an Effective Date.
Action: [City Clerk's Note: Eduardo Castineira distributed a booklet of renderings of the
project.] City Clerk Hines read the title, and City Manager Russo reported that after 18
months of planning,meetings,adjustments,revisions to the plans,we now have the third and
final amendment to the Design-Build Agreement which was executed recently by Mayor
Edelcup and Jose Milton,Principal Contractor. These amendments and approvals are subject
to the approval of this Commission tonight. The fundamental terms of the revised
Agreement encompassed within the Third Amendment is amongst a number of legal
language changes which he will not get into, however, the fundamental changes are as
follows:
1. A revised Guaranteed Maximum Price for the project of$18,710,186.00 was reduced to
$17,343,701.30 based on a credit for all the design services paid previously by the City;
2. We have eliminated from the project but we will still be going forward with a Pedestrian
Overpass Bridge on the westbound lanes of Sunny Isles Boulevard/SR826;
3. We have in the revised schedule the Contractor applying for a Building Permit no later
than October 1, 2013, and final completion of the project shall be no later than 365 days
from the date of the issuance of the Building Permit;
4. We have required payment for performance bonds within five(5)days of issuance of the
Building Permit;

5. We have a reduced payment and performance bond amount of 15% of the GMP after
final completion;
6. This is something that the City has required agreeing to pay the cost for that bond of
about $24,000 to keep a bond in place for a one-year period after final completion; and
7. There was other language, modifications, and details within this Agreement that was
worked out and resolved through the efforts of our City Attorney's Office.
City Manager Russo said with that he would like to recommend the City's approval of the
Third Amendment, and to also invite our Contractor and Partner Joe Milton to make a
presentation to show this Commission the renderings, the plans, and what this project is
going to look like.

Steven Helfman, Esq. on behalf of the Milton family, thanked Mayor Edelcup and the
Commission,City Manager Russo,City Attorney Ottinot,and Building Official Clay Parker.
Joe Milton thanked Mayor Edelcup and the Commission for being so patient during his
father's recent health issue. Mayor Edelcup said he knows Jose Milton is listening right now,
and we are very happy that he has had a speedy recovery, we wish him well, and we know
this will be a great project. Joe Milton thanked the Mayor on behalf of his father, and noted
that they are both strong business leaders and between them they got it done,thanks to your
efforts and diligence in working everything out.
Eduardo Castineira,Architect President/CEO of Axioma3Architects,presented renderings of
the Gateway Park Project. He said when we were looking at earlier schemes of the project,
one of them was the concept of a restaurant that was detached from the parking garage, and
architecturally that restaurant concept was really strong. We have come full circle and are
now with a project that has the best parts of all of these ideas. This project has a lot of
components that work well together, they are strategically placed and designed to do their
function and to work as a coherent architectural piece. If you were to draw a line on the east
side of the Great Lawn everything to the east of that line in terms of the concept,the park,the
components, the kids play area, the stage at the east end, the butterfly garden, and the
landscape architectural components that have been designed,carefully crafted and reviewed
by City staff,has stayed exactly the same way,there has been no change in that aspect of the
design. We still have the long wall for a bench-like element,we are still enclosing the whole
property with a beautiful fence element. All of those elements that have been there are still
there and are still part of the project.
Architect Castineira said to the west of that line the project has changed. Some things have
changed a lot and other things have been modified and tweaked, and moved around in order
to accommodate a different building. The most obvious thing that changed is that we now
have a building on the ground floor that is not just a parking garage,now it has a component
that will serve the City in different ways and this is a decision that the City will make at some
point. We have discussed the opportunity to do either a banquet hall or to have it as a
restaurant,and those have been the two main elements that have been discussed and brought
forth by the Commission and staff. We definitely had to incorporate that element we have
identified as a 16,000 square foot space. He has worked closely with Building Official Clay

Parker on this whole concept,and he was nice enough to put together a massing model which
they were able to focus on and come out with decisions that were right on the line that the
City wanted in this new design. We had two very important meetings with the Building
Official,one was a Charrette a brainstorming meeting and then we followed up with another
meeting where we brought in plans with dimensions. We further tweaked hallways,
bathrooms, etc., to make sure at the end of the day that everything was in line with the
shopping list that was put together by the City of all of the items that needed to be met.
Architect Castineira went through each rendering. One of the ideas that they introduced at
the west end of the building was a drop-off, a porte-cochere type space, very important to
these types of facilities. At the ground level, there are two things that needed to happen,
although we are creating a shell space,basically the 16,000 square foot box,the future of it is
still to be determined. It is not part of what is going to be built out now,the interiors,but in
any case there are certain things in regard to the underground,the rough-in of the plumbing
system,etc. that needs to be taken care of and looked at now. One of the things they needed
to do was to lay out a possible scenario of what this place could be,and put that already as a
part of the infrastructure of the engineering. We laid out two different schemes,whether it is
a banquet hall or a restaurant. He showed a scheme that is based on two restaurant
components, they will share their own bathrooms. These bathrooms are different than the
bathrooms that are allocated for the park, meaning that these bathrooms once designed and
built, will be a little bit of a better quality, a high-end type restaurant bathroom. Of course
whoever does the restaurant,the kitchen,etc.will do their own thing and they will be able to
move the bathrooms wherever they need to,put the kitchen wherever they want to. We will
have the rough-in adequate for those things to come into place. We also discussed very
detailed things such as the slab of that space. We have it as we are leaving it as sand,and the
reason for that is because whenever you do this type of work in the future, they end up
cutting these slabs and trenching them in order to run all the pipes, etc., underneath. What
ends up happening is that slab which used to be a structural slab now is all cut up and doesn't
work structurally anymore and so you have to rip it all out and put it in again and so it is like
spending the money twice.
Architect Castineira said the other scenario is the banquet hall which we were able to work
with the same amount of bathrooms and the same layout of the bathrooms, and so again it
will not change in either scenario. In this one you have moveable partitions which gives you
the opportunity of having four(4)different banquet halls of various sizes. You have from a
small one that accommodates approximately 100 people, to a mid-sized one that
accommodates about 200 people, and you put those two together and you have one that
accommodates about 300 people. If you put everything together you will have somewhere
close to 900 people in the overall 16,000 square foot space. Of course part of that space will
be taken up by the future bathrooms, etc. We fine tuned the hallways, there are two on the
backside and the front side. On the front side we have a passageway that goes all along the
front of the building. It has an extended deck for outdoor dining, it is elevated at 8-feet,
which is actually one foot above flood level, and so that is an important feature. It connects
again the eastside of the property all the way with a plaza and on with the Great Lawn and
the park. On the backside of the banquet hall you have an internal hallway that we made
slightly bigger than typical in order to accommodate cars,etc. He noted from that corridor in
the center basically everything on the rendering in purple is back of house. One of the

interesting things about the design is that once they laid out a design that had the exterior
columns and then one row of columns in the middle we really opened up a lot of space. The
building became a lot more efficient in its structure,and so the areas in the back of the house
became a little bit bigger then what we had in the previously design. He also showed an area
for a future.concession stand,which again is more of a shell space that would build out later
as a concession stand. We have an ample trash room for trash created from the restaurant
and future events. A large storage area at 8-foot elevation to prevent water infiltration in
case of flood, all this is underneath the ramp. We have the two bathrooms that serve the
park, and we have a small office, electrical and mechanical rooms, etc. On the back side of
the building is a service area that works as an in and out of service trucks, which will be
enclosed with a 6-foot privacy wall. Within that area we have allocated an area where we
will have the grease traps for the future restaurant. Also,we will have a pad area that will be
prepared for the future air conditioning unit and things that come in as part of the restaurant.
Architect Castineira said we strategically placed everything so everything then needs to be
roughed in at this moment, it is done in such a way to foresee that step later on. The service
area is in and out, there is no backing into the street from the trucks, there is enough of an
area for two trucks to be able to stop and unload merchandise, etc.
Architect Castineira said on the upper portion of the garage you will see a very straight
forward,a very efficient parking garage layout. The big difference is in the structural design,
we don't have internal columns, we have only one row of center line columns, and the
external columns,identical to the Heritage Park structural concept. The previous design had
three (3) levels of parking, and we have added one level of parking on the new design. The
reason is if we were to leave it at three levels,we were going to be down to roughly 250 cars
because we were losing a lot of cars on the ground level due to this restaurant component.
By adding that other level,not only did we meet the 308 which was the original concept,but
we are actually at 371 spaces.
Architect Castineira said one of the important elements that was discussed is the height of the
restaurant, the clear height is about 14 feet plus to the under side of the structure. We know
that there will eventually be ceilings there, air conditioning ducts, etc., and so at the end of
the day there will be a comfortable 12-13 foot height in the banquet hall or restaurant. The
façade of the building has a strong architectural precast element,the motif that we have been
working with from very early on. At the same time the backdrop, the wrapping on of the
whole metal skin on the three sides of the building, and the only side that will not have the
metal skin, and this was agreed to, is the west back side which is hardly visible. It will
receive a lot of the landscaping from the previous design we had incorporated a lot of
landscaping there to buffer that elevation. Lastly,he showed a concept for the stage that is a
concrete stage, hard roof, it is meant to take weather. It is meant to be there for a while and
to be a structure that does not require a lot of maintenance over the years. Everything about
it in terms of the size for a big symphony arrangement, the height and everything has been
done and designed to the requirements of the City. They have incorporated the elements of
the patterned walls and we are bringing the same element from the parking garage into the
stage where lights will be illuminated at night. It becomes a beacon element in the Park as
the focal point as you look towards the east from the restaurant and from the great lawn.

Vice Mayor Aelion said on the renderings,first floor,he counted spaces that are identical to
what is on the legend, on the second and third floors,and so 121 spaces,reflected as is. On
the first floor you only have 30 spaces while the legend says 58. Architect Castifleira said in
his office when they are counting the spaces, they are counting the ramp as well, and all of
the ramps of the parking garage will be parking spaces also. He said that is an important
point because the length of the ramp is such to accommodate the slope required by Code to
be able to park on it because if it becomes too steep,by Code you are not allowed to park on
it because people will fall when they walk down the ramp. From ground to second we have
15 feet,and then smaller from there on. Vice Mayor Aelion said he does not see a rendering
of the northwest elevation, on the west side, and he asked if that was identical to the south
elevation section where he has the grid from the ground floor up? Architect Castifleira said
he will be producing three(3)more renderings as we now enter from an architectural design
development,working with Building Official Parker,and those renderings will show all three
facades. There will be tweaks to it because with design development there will always be
tweaks but will be very similar. On the back façade, it will be very similar to this with the
exception on the bottom. Instead of having the glass box concept you have a privacy wall for
the service area, the entire length of the building, it will be the metal skin. Vice Mayor
Aelion said you have 58 parking spaces and on the same level we have banquet
hall/restaurant/retail,etc. The question is are we allowing for good air circulation taking into
account? Architect Castineira said by Code, even with the metal screening, we have to
maintain a certain amount of open ventilation for the exhaust of fumes from the cars. There
is a wall that will separate one side of the project from the other side. So,the air that comes
in from this side of the building,and also remember that the backside of the building is open.
That will create enough circulation to not to have any problems in the banquet hall area,etc.
Commissioner Gatto said you touched a bit on the garage façade but we have had some
façade issues,and she asked if he would talk about the material he will be using for the actual
façade. Her second question is, is it just three sides by design or is it a cost issue? Architect
Castineira said there have definitely been issues on budget,costs,etc. There has always been
an understanding that the west side façade doesn't really need it, and the City has agreed to
that. There is landscaping there that will more than take care of that. The rest of the facades
are very visible from the streets. Commissioner Gatto said she is really concerned with the
materials, is it sturdy,etc.? Architect Castifleira said there are multiple materials out there in
the market as South Florida is unique because we have the Hurricane Codes. One of the
materials that we have identified and definitely want to use is the Hunter Douglas, the
Wealth, it is a fantastic brand and top notch material. We are doing the research in terms of
meeting products approval, meeting hurricane winds, etc., all the checks have to be there.
There are several other alternatives and we will definitely be able to identify them. But at the
end of the day we are looking at a material that is a prefab material, is meant for the exterior
and to take weathering conditions. It is definitely going to be secured and put up in a way
that it will not blow away with a gust of wind.
City Manager Russo said what Commissioner Gatto is referring to with problems,meaning
the façade on the Heritage garage and the peeling of the paint, a mural if you will,that is on
that. What the intention is right now is that this be solid single materials, not a paint, not
anything else applied to it. Architect Castineira said right, and to his understanding, and he
doesn't know the specifics of Heritage, that was fabricated panels that were fabricated and

then painted, and Mayor Edelcup said right, auto coded. City Manager Russo said the
bottom line is that on our shopping list we said that is what we don't want. Architect
Castineira said that is exactly why they are looking at Hunter Douglas which is an antidike
material,made out of aluminum,different than paint,a different part of coding. Everything
next to water is an issue and that is one of the things that these coastal areas have in common.
' We are definitely looking at a quality product that is meant for the exterior, etc.
Commissioner Scholl asked what is the back of house on the stage, is there a bathroom, a
backroom? Architect Castineira said yes that means specifically what was required in terms
of the shopping list, he thinks it was 20 feet. There is a bathroom and a room that is air
conditioned. Commissioner Scholl asked how do we step up for the 16,000 square feet?Are
you going to put in the mechanical infrastructure because when he looked at the jewelry box
all he thinks is a thousand ton of air conditioning, and so who pays? Is that included in the
price because when he sees the slab by others,he understands that we are not putting the slab
in but when it comes to mechanical infrastructure for the future restaurant/banquet hall what
are we getting? Joe Milton said we leave it all free, we have the pads outside for the AC
equipment, we don't install it because we have no idea what requirements you will have for
AC. The plumbing is all brought in for the design that he has done that is a requirement for
the bathroom fixtures. We will oversize your sanitary,we will oversize the water coming in
here,we will distribute the fire sprinklers throughout. We will provide all the accesses to the
ventilation and so in the future when you do put in the AC, you will have access to the
location and the appropriate ventilation to the location but we don't put in any of the final
equipment. That needs to be with the final design. Commissioner Scholl asked what the
purple areas are in the bathroom in the rendering, and Mr. Milton said those are finished
areas, and are completed where they are following instructions provided by staff He noted
that the bathrooms are not air conditioned,they are mechanically ventilated at the request of
staff We have feedback from staff on all of these items, and that is what we provided.
Architect Castineira noted that the concession stand is also raw space because the City has
not decided what that is going to be, to what degree it was going to have, what type of
equipment, etc.
Commissioner Levin said the only question she has is where will the pedestrian bridge fall,
and the Commission stated in the northwest corner. Architect Castineira said right,based on
some preliminary discussions,this area is ample enough for the pedestrian bridge to come in,
and that works with the distance that he has from the ramp. Also the possible location has
been identified by Building Official Parker of the other tower on the other side of the bridge.
In a previous review there was a suggestion about closing the bathrooms here from within
and that was an input from Commissioner Levin and that made a lot of difference. City
Manager Russo said that there will be some adjustments to this,nothing major,this has been
pretty well thought out even at this preliminary stage. Where the bridge lands is probably
going to be somewhat east of where Ed was just pointing out. However, we have our spot,
everything on that side can be made to,and there is some leeway in that. Mayor Edelcup said
the bridge itself will never go into the garage,and City Manager Russo said right,the bridge
is going to be totally free standing for a lot of reasons: 1) primary use of it is to get to the
Park; 2) there are security issues; and other issues.
Mayor Edelcup opened it up to public comment. Regina Fridkin said her concern today is

that they love the parks, love the neighborhoods, but they need more space for our children
programs. She would like the City to put in more programs for the children. She is
representing a lot of parents who are concerned of where their kids are going to be after
school, etc., and if they had additional space for the older kids as well as younger kids. She
wants to make sure our kids are safe,with secured closed space,there is not enough space at
Pelican Community Park. Mayor Edelcup said that part of our success if that we certainly
have had a change in the demographics to the City and our needs keep changing. We are
building a number of parks and as we are building those parks, we can figure out where we
can build some enclosed spaces to accommodate some of that. Way back in our plans for
instance the Intracoastal Park,we are hopeful of acquiring another piece of land down there
that would permit us to build a community center at the south end of the City. We also own
another piece of land behind Walgreens which is scheduled to be a parking garage and
perhaps again an enclosed area there, and so your thoughts are in sync with what we are
working on.
Resident Vida Raz said she is an Olympic and World Champion in Europe in basketball,and
Regina Fridkin translated for her. She said she is speaking for a group of people that the City
has no enclosed space for sports activities. At PCP they can start their activities only after
6:00 p.m. because during the day it is used for school purposes. She suggested for the City to
open up a closed sports center,cultural center that can be used for our community. We need
a place where we can actually practice sports, and hopefully we can have our own Sunny
Isles Beach team. All the activities have to be conducted under the supervision of
professional trainers. During the morning hours when the students are in school,the retired
community can actually enjoy classes there under the supervision of professional trainers,
health related such as exercise. We want to see tennis courts so we want to have some kind
of training. Everybody has swimming pools in their condos but basically what happens is
that we have a lifeguard program during the summer camp but it is conducted in the sun by
the ocean, and it would be much easier to conduct it in a swimming pool area and have the
kids professionally trained. We can have a nice inside theater where we can come in and see
a show not related to the weather. We have a lot of professionals, singers,performers from
Russia, from different countries, and it isn't right to invite them to a cafeteria at the School,
we need a cultural center for that.
Mayor Edelcup thanked them for their suggestions, and said it will give the Commission
some food for thought for the next generation of growth in our City. Certainly everything
mentioned are desirable things for us to have, and it is a matter of finding sites and also
finding the financing and resources to do it all. He is sure as time goes on that the
Commission will be very sympathetic to a lot of those ideas and move forward with them.
Commissioner Gatto thanked them for coming, and especially for coming from Winston
Towers 300. We have a lack of space and we have to be creative, but maybe there is an
opportunity in one of the condos auditoriums where there can be an opportunity to have an
afterschool art class, or music, etc. Maybe you can start out with a private situation where
kids can pay to go to an art class, or learn poetry, learn an instrument, etc. She knows there
are a lot of condominiums in her complex that are dark all day and not being used. Regina
said they need the Commissioner's help on that as well so they have permission to conduct
this sort of class in our building. Commissioner Gatto said the City Advisory Committee is

the group you could go to, and she will give her contact information.
Regina Fridkin also asked what the status is of Samson Park, and Mayor Ede lcup asked the

City Manager what the status is,the construction of the Chateau, and when the Park will be
redesigned and available again. City Manager Russo said it is a two-year project and we are
looking at February 2015 as a completion date. In addition to a new playground and
landscaping,we are going to be also improving the other side of the Park,and it will be done
in sections. They will be expanding the bathrooms with a new electrical system and a new
sewer system in it,and a new playground being mostly funded by a developer agreement by
the Chateau.
Vice Mayor Aelion said from an informational standpoint,he thinks we should make a better
effort of informing the residents because he has had several phone calls regarding Samson
Park. Besides the newspapers, etc., perhaps we could install a sign saying this is the future
site of the Park, some rendering that will mitigate this concern. City Manager Russo said
they have had printed signs out there for quite a while. They already have put it in the
newspapers but they will provide better signs. Mayor Edelcup said one of the things that we
could do is,during the interim while Chateau is being built,is to have a public workshop on
the redesign of Samson Park. That way everybody in the community will have an
opportunity to hear what we are planning on doing. We can hear their suggestions,if we can
pick up some of those suggestions and get the community totally involved in the
redevelopment of Samson Park. That way people will better understand what is being
planned for that area and when it will be ready. Commissioner Scholl said he agrees with
Vice Mayor Aelion, this has generated so many calls. Mayor Edelcup said he thinks some
people thought that somehow some of the Park is being used for private purposes, and it
won't be. The best way to do that is to have a workshop on the redesign, and we need to
address that anyway now rather than later because it will take us a year just to come up with
the concept whatever it is that we want to do there.
Commissioner Scholl moved and Commissioner Gatto seconded a motion to approve the
resolution. Resolution No. 2013-2040 was adopted by a roll call vote of 5-0 in favor.

4. ORDINANCES FOR FIRST READING
4A. An Ordinance of the City Commission of the City of Sunny Isles Beach,Florida,Authorizing
the Issuance of a Stormwater Utility Revenue Refunding Bond,Series 2013,of the City of
Sunny Isles Beach, Florida in a Principal Amount of$4,450,000.00 for the Purposes of
Financing,Together with Other Available Funds of the City,the Refunding and Redemption
of the City's Outstanding Stormwater Revenue Bond,Series 2002,and Stormwater Revenue
Bond, Series 2010, and Paying Certain Costs of Issuance; Determining the Need for a
Negotiated Sale of the 2013 Bond to Branch Banking and Trust Company;Providing for the
Terms and Payment of the 2013 Bond and for the Rights, Remedies and Security of the

Owners Thereof; Making Certain Covenants Relating to the Issuance of the 2013 Bond;
Designating the 2013 Bond as a"Qualified Tax-Exempt Obligation"Within the Meaning of
Section 265(b)(3) of the Internal Revenue Code of 1986, as Amended; Authorizing the
Proper Officers of the City to Do All Other Things Deemed Necessary or Advisable in
Connection with the Issuance of the 2013 Bond; and Providing for an Effective Date.
Action: [City Clerk's Note: Schedule A —Bond Debt Service, was distributed prior to the
meeting.] City Clerk Hines read the title,and Finance Director Minal Shah reported noting
that we went out to the market to see what the best rates we could get are. We received five
(5) responses of which the lowest interest rate was 1.65% but we are recommending to go
with BB&T which is at 1.83% The total cost of issuance with BB&T is a savings because
one of the existing bonds that we have has a pre-payment penalty of 1%, and that bond
belongs to BB&T and they are waiving the prepayment penalty. Therefore the totals savings
is to go with BB&T because overall the City will save $650,000 over the next 10 years.

Vice Mayor Aelion moved and Commissioner Scholl seconded a motion to approve the
proposed ordinance on first reading. The motion was approved by a roll call vote of 5-

5A. Discussion on Beach Volleyball.
Action:Mayor Edelcup said he has a request from two people to speak on Beach Volleyball.
Public Speakers: Alvaro Minor; Mike Lukins;
Alvaro Minor said he is a resident and a part-time employee of Sunny Isles Beach. He
teaches children and is a coach. For the last ten years they have been enjoying the Beach
Volleyball court in front of Samson Park but due to the construction by the Chateau, it has
been removed a couple of months ago. There is plenty of space on the beach where it can be
located so they can continue playing. They have requested it before but have not received an
answer. Mayor Edelcup said it seems like something that we could accommodate and he
asked the City Manager if he can find a space on the beach for them,perhaps a beach access
point. City Manager Russo said it may have been removed in anticipation of the developer
being able to use the entire area that was originally designated out to the beach. There was a
couple thousand square feet, if you recall, that he was not able to use, but he will take a look
at it. City Official Clay Parker said that Coastal took down the posts and they are saving them
to relocate them wherever the City wants to put them,and they will relocate the poles and put
the net back up. City Manager Russo asked him if that was out of the Park area,they are not
infringing on the back of the east side of our Park, and Clay said no, they were further west

but they will reinstall them for us at a different location. Commissioner Scholl suggested
getting with these gentlemen because they know what the conditions should be like. Resident
Mike Lukins said originally the poles were located in front of where the seagrass is a couple
of years ago, and then they were removed for a City event because they wanted to put a
platform there in front of where the Chateau is. Right now there is that same exact space
where we can put those poles. When you walk onto the beach and turn northward,the poles
are right there in front of the seagrass section. City Manager Russo said he doesn't want to
presume anything but he knows exactly what he is saying because that is part of the area that
was going to be taken by the developer temporarily that ended up not being used. He will
check on it.
Assistant City Manager Bill Evans said that is the area where we need to put sand back onto
the beach and so that area is coming up. We need to move the lifeguard tower,and Coastal is
going to move it for us. We can't put it there but we can potentially find a spot either further
north or further south that may accommodate what they need to do. City Manager Russo said
the other thing too,depending on how long it takes to put up and take down these poles,if the
sifting in that area isn't going to take place for a while, in any event we will find a place.
Alvaro Minor said he has been teaching Yoga on the beach now for over a year,and we don't
have a place that is covered to teach Yoga when it rains and so they have been canceling
classes, and so he asked if in the future they can get a place where you can accommodate
outdoors with a cover for the rain so they can continue teaching the classes. Mayor Edelcup
asked how big a space he would need,and Mr. Minor said not big at all, as long as we can sit
20-30 people with a Yoga mat one next to the other, maybe 50x40. Mayor Edelcup said the
stage in Gateway Park would probably work for that since it would be during the day.
6. ADJOURNMENT
Commissioner Scholl moved and Vice Mayor Aelion seconded a motion to adjourn. The
notion was approved with a voice vote of 5-0, and Mayor Edelcup adjourned the meeting at
