A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE
SUBMISSION OF A GRANT APPLICATION TO THE FLORIDA
DIVISION OF CULTURAL AFFAIRS CULTURAL FACILITIES
PROGRAM REQUESTING FIVE HUNDRED THOUSAND
DOLLARS (S500,000.00) FOR THE GATEWAY PARK
PERFORMANCE AREA PROJECT, AND FURTHER
AUTHORIZING AN AMOUNT OF ONE MILLION DOLLARS
(S1,000,000.00)AS THE CITY'S REQUIRED MATCHING FUNDS;
AUTHORIZING THE CITY MANAGER TO DO ALL THINGS
NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach has the opportunity to apply for funding in the
amount of Five Hundred Thousand Dollars ($500,000.00) from the Florida Division of Cultural
Affairs Cultural Facilities Program for the Gateway Park Performance Area Project, with the
stipulation of a 2 to 1 matching funds; and
WHEREAS, funding in the amount of One Million Dollars($1,000,000.00), necessary for
the required match,will be available by July 1,2014,or no more than ninety(90)days from notice of
grant award.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Incorporation of Recitals. The recitals set forth in this Resolution are incorporated
herein by reference as if fully set forth herein.
Section 2. Authorizing Submission of Grant and Matching Funds. The City Commission hereby
authorizes the submission of the grant application and the expenditure of One Million Dollars
($1,000,000.00)to be available by July 1,2014 for required matching funds for a grant application to
the Florida Division of Cultural Affairs Cultural Facilities Program for funding for the Gateway Park
Performance Area Project.
Section 3. Authorization of City Manager. The City Manager is authorized to do all things
necessary to effectuate this Resolution.
Section 4. Effective Date. This Resolution shall become effective upon adoption.

MEMORANDUM

RE: Authority to Apply for a $500,000 Cultural Facilities Matching
Grant and ensure funding of the $1,000,000 matching
requirement.
RECOMMENDATION:
Staff is recommending the Commission authorize Staff to submit a $500,000
matching grant application for the purpose of developing an outdoor performance
area in the Gateway Park project.
REASONS:
The City has an opportunity to apply for a Cultural Facilities Grant funded by the
Florida Department of State through the Division of Cultural Affairs for the
renovation, construction and acquisition of cultural and community facilities. The
maximum grant award is $500,000 and requires a 2 to 1 match. Therefore, the
City would be commissting to $1,000,000 of its own funds for matching purposes.
Since the park and garage project is budgeted in excess of $16 million, the City
will meet its matching requirements. In addition, the granting agency allows for a
"look back" period, where the matching can come from City expenditures that
occurred as far back as 5 years from the application date (June 15, 2013).
If awarded, the grant expenditures ($500,000) must occur between July 1, 2014
and April 1, 2016 with the funds being encumbered by June 30, 2015.
The City will be notified by July 2014 on award status.

Based on the project scope and the timing of expenditures, Staff deems that the
Gateway Park performance area would be the best suited project for this grant.
