CALL TO ORDER/ROLL CALL OF MEMBERS. <br /> The meeting was called to order by Mayor Scholl at 8:15 p.m., with the following officials <br /> present: <br /> Mayor George "Bud" Scholl City Manager Christopher J. Russo <br /> Vice Mayor Larisa Svechin City Clerk Jane Mauricio Betancur <br /> Commissioner Dana Goldman Deputy City Manager Stan Morris <br /> Commissioner Alex Lama City Attorney Edward A. Dion <br /> Commissioner Jeniffer Viscarra <br /> 2. PLEDGE OF ALLEGIANCE. <br /> Since the Pledge of Allegiance was performed during the Local Planning Agency meeting which <br /> was held prior to the start of the Special City Commission meeting,Mayor Scholl bypassed the <br /> Pledge of Allegiance and moved on the next item on the agenda. <br /> 3. ORDINANCES FOR FIRST READING <br /> 3A. An Ordinance of the City of Sunny Isles Beach, Florida, Establishing a Twelve (12) Month <br /> Moratorium on the Submission and Consideration of Zoning Applications in the Town <br /> Center Zoning District with Certain Exceptions; Providing for a Twelve (12) Month <br /> Moratorium on the Issuance of Development Orders and Development Permits as Defined <br /> by Section 163.3164, Florida Statutes, in the Town Center Zoning District with Certain <br /> Exceptions; Providing for Waivers; Providing Procedures for Vested Rights and Judicial <br /> Review; Providing for Severability; Providing for Conflicts; Providing for an Effective Date. <br /> Action: City Clerk Mauricio Betancur read the title, and City Manager Christopher J. Russo <br /> reported. <br /> Public Speakers: Crush, Courtney; Grossman, Gregg; Edelcup,Norman;Kizhner,Felix; Mast, <br /> Carla; Stuyvesant, Fabiola. <br /> Vice Mayor Svechin moved, and Commissioner Lama seconded a motion to adopt the <br /> ordinance on first reading. The motion was adopted by a roll call vote of 4-1 in favor. <br /> Second and final reading was scheduled for Thursday, September 19, 2019. <br />
