CALL TO ORDER/ROLL CALL OF MEMBERS <br /> The meeting was called to order by Mayor Samson at 6:00 p.m. with the following <br /> officials present: <br /> Mayor David Samson <br /> Vice Mayor Connie Morrow <br /> Commissioner Danny Iglesias <br /> Commissioner Lila Kauffman (arrived at 6:05 p.m.) <br /> Commissioner Irving Turetsky <br /> City Manager Jack Neustadt <br /> City Attorney Lynn Dannheisser <br /> City Clerk Richard Brown-Morilla <br /> 2. PLEDGE OF ALLEGIANCE <br /> ACTION: Commissioner Turetsky led the Pledge of Allegiance to the flag. <br /> 3. RESOLUTIONS: <br /> 3A. A RESOLUTION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING <br /> THE PROPOSED CONSTRUCTION BUDGET PUBLISHED BY JAMES A. <br /> CUMMINGS, INC. CONSTRUCTION MANAGER AT RISK,ATTACHED HERETO AS <br /> EXHIBIT "A" AND GRANTING THE CITY MANAGER THE AUTHORITY TO <br /> INCREASE THE BUDGET AS NECESSARY IN AN AMOUNT NOT TO EXCEED 5% <br /> OVER THE PROPOSED BUDGET. [for the new government center] <br /> ACTION: City Clerk Brown-Morilla read the title, and City Manager Jack Neustadt <br /> introduced the item,proposing that the cost of construction of the new government center was <br /> budgeted in the amount of 522,559,264, which includes 1.5% for Art in Public Places. <br /> He explained that the funds would be financed by a 20-year bank loan. Commissioner <br /> Kauffman said she wanted the Community Center to be located in the government center,and <br /> she wanted a parks and recreation facility to be located on North Bay Road. It was clarified <br /> that the County is to provide books for the Library, and City Attorney Dannheisser noted that <br /> the Interlocal Agreement on the Library would be presented to the City Commission soon. <br /> Public Speakers: Gerry Goodman; Mike Lanciault of James A.
