SUMMARY MINUTES <br /> City of Sunny Isles Beach <br /> Special City Commission Meeting <br /> Wednesday, September 22, 1999, at 12:00 p.m. <br /> 1. CALL TO ORDER/ROLL CALL OF MEMBERS <br /> The meeting was called to order by Mayor Samson at 12:03 p.m. with the following officials <br /> present: <br /> Mayor David Samson <br /> Vice Mayor Irving Turetsky <br /> Commissioner Danny Iglesias <br /> Commissioner Lila Kauffman <br /> Commissioner Connie Morrow(arrived at 12:05 p.m.) <br /> Acting City Manager Jack Neustadt <br /> City Clerk Richard Brown-Morilla <br /> 2. PLEDGE OF ALLEGIANCE <br /> ACTION: Commissioner Lila Kauffman led the Pledge of Allegiance to the flag. <br /> 3. RESOLUTIONS: <br /> 3A. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES <br /> BEACH, FLORIDA, ACCEPTING THE RESULTS OF THE GENERAL ELECTION <br /> WHICH WAS HELD ON TUESDAY,SEPTEMBER 21, 1999 AND DECLARING DANNY <br /> IGLESIAS AND LILA KAUFFMAN TO BE ELECTED; DISCHARGING THE <br /> CANVASSING BOARD FOR SAID GENERAL ELECTION; AND PROVIDING FOR AN <br /> EFFECTIVE DATE. <br /> [CITY CLERK'S NOTE: The General Election had originally been scheduled for Tuesday, <br /> September 14, 1999. The election was rescheduled pursuant to State of Florida , Office of <br /> the Governor Bush's Executive Order No. 99-227 (declaring a state of emergency due to <br /> Hurricane Floyd) and Executive Order No. 99-230 (postponing the Sunny Isles Beach <br /> General Election to September 21, 1999). On August 24, 1999, Danny Iglesias was deemed <br /> to be automatically elected to another term as City Commissioner for Seat 3 after his <br /> only election opponent withdrew from the race.] <br /> ACTION: City Clerk Richard Brown-Morilla read the title and as the Supervisor of <br /> Elections, he presented the Certificate of the Canvassing Board for the September 21, 1999, <br /> General Election which contains the following results: <br /> For Residential Area Commissioner: Seat 1, the whole number of votes cast was 941, <br /> of which number: LILA KAUFFMAN received 580 votes, and <br /> W.
