SUMMARY MINUTES <br /> SPECIAL CITY COMMISSION MEETING — 2°d BUDGET HEARING <br /> Tuesday, September 19, 2000, 7:00 p.m. <br /> CITY OF SUNNY ISLES BEACH, FLORIDA <br /> ATTENTION ALL LOBBYISTS: CITY LAW REQUIRES YOUR REGISTRATION PRIOR TO LOBBYING. <br /> PLEASE CONTACT THE CITY CLERK FOR FORMS AND ADDITIONAL INFORMATION. <br /> 1. CALL TO ORDER/ROLL CALL OF MEMBERS <br /> The meeting was called to order by Mayor Samson at 7:03 p.m., with the following officials <br /> present: <br /> Mayor David Samson <br /> Vice Mayor Connie Morrow <br /> Commissioner Danny Iglesias <br /> Commissioner Lila Kauffman <br /> Commissioner Irving Turetsky <br /> City Manager Christopher J. Russo <br /> City Attorney Lynn Dannheisser <br /> City Clerk Richard Brown-Morilla <br /> 2. PLEDGE OF ALLEGIAiNCE AND INVOCATION <br /> Action: Commissioner Kauffman led the Pledge of Allegiance to the flag, and Richard <br /> Schulman gave an invocation. <br /> 3. CITY COMMISSION BUDGET DISCUSSION <br /> Action: Mayor Samson presented a budget address and complimented City Manager <br /> Christopher Russo for his work with the budget. City Manager Russo presented his budget <br /> message noting that no City services were reduced, however he did cut the budget that was <br /> prepared by the previous City Manager in order to present a balanced budget. He reviewed a <br /> series of charts that he distributed. <br /> The City Manager stated that bids for the new Government Center(City Hall)project came <br /> in S4 million over budget. To meet the commitment of the City Commission that the cost of <br /> construction of the new Government Center should not come from an increase in tax dollars, <br /> he announced that, based on these factors and the projected growth of the tax base of the <br /> City, we would not be going forward on the new Government Center project at this time. <br /> 4. BUDGET RESOLUTION AND ORDINANCE <br /> 4A. Millage Resolution <br /> A Resolution of the City Commission of the City of Sunny Isles Beach,Florida,Establishing <br /> the City of Sunny Isles Beach Ad Valorem Tax Millage Levy Rate at 2.500 Mills per One <br /> Thousand(S 1,000)Dollars of Taxable Assessed Value Which is 14.521 Percent Greater than <br /> the"Rolled Back"Rate of 2.183 Mills for Fiscal Year 2000/2001;Providing for an Effective <br /> Date. <br />
