SUMMARY MINUTES <br /> SPECIAL CITY COMMISSION MEETING— 1ST BUDGET HEARING <br /> Thursday, September 7, 2000, 7:00 p.m. <br /> CITY OF SUNNY ISLES BEACH, FLORIDA <br /> ATTENTION ALL LOBBYISTS: CITY LAW REQUIRES YOUR REGISTRATION PRIOR TO LOBBYING. <br /> PLEASE CONTACT THE CITY CLERK FOR FORMS AND ADDITIONAL INFORMATION. <br /> 1. CALL TO ORDER/ROLL CALL OF MEMBERS <br /> The meeting was called to order by Mayor Samson at 7:02 p.m., with the following officials <br /> present: <br /> Mayor David Samson <br /> Vice Mayor Connie Morrow <br /> Commissioner Danny Iglesias <br /> Commissioner Lila Kauffman (Arrived at 7:04 p.m.) <br /> Commissioner Irving Turetsky <br /> City Manager Christopher J. Russo <br /> City Attorney Lynn Dannheisser <br /> City Clerk Richard Brown-Morilla <br /> 2. PLEDGE OF ALLEGIANCE AND INVOCATION <br /> Action: Mayor Samson led the Pledge of Allegiance to the flag,and Commissioner Turetsky <br /> gave an invocation. <br /> 3. CITY COMMISSION BUDGET DISCUSSION <br /> Action: City Manager Christopher Russo reported that the draft-budget-in-process that he <br /> was initially given included a shortfall of approximately$850,000, which was followed by <br /> notification of a major increase in health insurance costs - for a total of an approximate <br /> S 1,100,000 shortfall. He said that as a result of the total cooperation of staff in making <br /> reductions, and a substantial appropriation of surplus funds, the shortfall was reduced to <br /> $315,000. In the last two years, the tax base of the City has grown approximately 26%2%, <br /> taxes had been reduced by approximately 15%,and the growth of the budget has been 31%. <br /> He pointed out that the City was now fully funding significantly more services than in the <br /> first two years of operation,while still operating at a proposed net decrease of 7%in the tax <br /> rate since incorporation. Mayor Samson noted that during the 5:00 p.m. Budget Workshop <br /> the Commission had reviewed the details and had already asked questions. <br /> 4. BUDGET RESOLUTION AND ORDINANCE <br /> 4A. Millage Resolution <br /> A Resolution of the City Commission of the City of Sunny Isles Beach,Florida,Establishing <br /> the City of Sunny Isles Beach Tentative Ad Valorem Tax Millage Levy Rate at 2.500 Mills <br /> per One Thousand ($1,000) Dollars of Taxable Assessed Value Which is 14.521 Percent <br /> Greater than the"Rolled Back"Rate of 2.183 Mills for Fiscal Year 2000/01;Providing for an <br /> Effective Date. <br />
