T 0 0 <br />CARRFOUR <br />wpportm housing <br />January 3, 2013 <br />Re: Letter of Reference for Link Construction Group <br />To whom it may concern: <br />This letter shall serve as a reference for Link Construction Group (Link). Link was selected as the most qualified <br />bidder amongst a total of nine bidders for a Guaranteed Maximum Price (GMP) contract on the Parkmew Gardens <br />Project. They provided an unmatched level of quality throughout the bid process as well as distinguishing <br />themselves during the final presentations. It was immediately evident that Link had a qualified and dedicated staff as <br />all staff members presented were all long term Link employees. <br />Once selected, Link's preconstmction Team remained engaged and lransitioned well to the operational Team, while <br />always maintaining themselves available for inquires.. An example of this was prior to the actual project start, while <br />finalizing value engineering and scopes, Nick Fuoco (roject Manager) absorbed all utility relocation activities and <br />coordinated permitting with our architect and expediters. This ensured that these activities were completed prior to <br />® our required commencement date. This also became evident as the purchasing process began and the detailed <br />scope reviews and analyses were transferred into a successful project start-up. Link's Team involved the following <br />personnel from preconstruction to operations: <br />Willie Fernandez - President; Orlando Ceballos - Preconslruction Manager, Luis Reyes - Estimator; Mike <br />Quesada - Operations Manager; Nick Fuoco - Project Manager; Angel Arguelles - Project <br />Superintendent; Nicholson Pierre - Superintendent <br />This Team, proved demonstrated complete commitment from the on -site staff to as much involvement as needed <br />from the executive level staff. This is great relief for a developer as the more attention provided by all to the <br />challenges that may arise, the quicker and more feasible solutions may be formulated. Link proved to be a well <br />balanced firm with experienced on -site leadership and executive level management that have daily involvement in <br />the project. <br />Another very important facet of this project was the relationship Link maintained with the subcontractors and those <br />they developed with the participating municipalities. The subcontractors and the inspectors became part of our Team <br />and this allowed for expeditious resolution to many of the time sensitive issues that were presented to the Team. <br />Link exceeded the Section 3 Goals outlined in the Federal Funding Regulations by achieving 100% of Section3 new <br />hires in lieu of 30 %. Another key goal was their outreach to the local Section3 subcontractor community for contract <br />opportunities as well as motivating subcontractor to obtain their Seclion 3 status. <br />The Affordable Housing market has is not only administratively intensive but also very time sensitive.
