permits required under federal, state and local laws necessary to perform the servicesas City Attorney.Firm BackgrQundNG&N maintains offices in Fort Lauderdale, Tallahassee, and Tampa. The Firm currentlyhas 21 attorneys/ is divided into the following practice areas: Local Government Law; Litigationand Appellate Law, Employment Law, Land Use and Real Estate Law, Public Utilities Law, PublicFinance, and Special Project Financing. NG&N has 15 partners/ 5 associates and one attorney ofcounsel.The firm has designated one of our shareholders, Edward A. Dion, as our attorney withprincipal responsibility for serving the City's needs. As described below, Lynn M. Hoshihara willbe his primary backup. Additionally, Robert L. Nabors, Gregory T. Stewart, Junious D. Brown,Heath R. Stokley, Kerry A. Parsons, Evan J. Rosenthal, and Carly J, Schrader would be availableto handle specific matters on an as needed basis. L. Thomas Giblin, Ritesh S. Patel and Steven E.Miller will serve as bond counsel to the City. These resources ensure the City receives thenecessary depth and breadth of coverage that smaller firms may be lacking.Attached as Appendix B are resumes, affiliations, and certifications for the aboveattorneys who will be providing legal services to the City. Mr. Dion resides in Davie, works inthe Fort Lauderdale office of the Firm and will be available 24 hours a day/ 7 days a week to theMayor/ City Commission members. City Manager, and the City staff. In the event he isunavailable for any reason, Ms. Hoshihara will serve in his stead.Attached as Appendix A is a list of government entities represented by NG&N. The Cityis free to contact any of NG&N's clients for a reference. NG&N has experience in all aspects oflocal government law, including comprehensive planning and land use, home rule, statutoryand constitutional interpretation/ ordinance, resolution and contract drafting, tort liability,ethics/ public records and sunshine law compliance, appellate and litigation, real estate andland use, interlocal cooperation and governance, utilities, budgets, tax and finance.We pride ourselves on our responsiveness to our clients' needs and our growing list ofgovernmental clients in the State attests to this commitment. NG&N is equipped with state-of-the-art telephone/ word processing, document scanning, reproduction and facsimiletransmission equipment and operators. Offices of the firm also have access to LexisNexisresearch and internet access to transmit documents via e-mail.During the past ten years, no attorneys in the Firm have had ethics complaints filedagainst them or been subject to disciplinary proceedings.No judgments have been entered against either NG&N or any of its attorneys. In 2017,Mr. Dion was named as a defendant in a matter before the Circuit Court of the SeventeenthResponse to the City of Sunny Isles Beach, Florida RFP No. 19-02-01 Page / 5
