WE COLE & BIERMAN AN
Ar n¢ CROSSROADS rn 6ummss. Govimmrrrr & nir 7w
Project Approach and Understanding
Our approach for the City of Sunny Isles Beach is to offer and provide the City with a single,
integrated, reliable, and experienced source of legal representation. By handling all areas of
representation for the City—including general municipal, labor and employment and land -use and
zoning —we create a seamless and cost-effective structure that delivers to the City top-quality legal
representation that ensures: 1) easy and open communication amongst the City's legal team and the
Mayor, Commission, administration, and staff; 2) enhanced coordination between/amongst the City
Attorney and more specialized practices; and 3) experienced attorneys available to handle any issue
that the City may encounter.
As we do with all municipalities we represent, we propose staffing the City with a team of
attorneys who will work collaboratively to meet the City's needs. We propose staffing the City with
Lillian Arango, a Firm Member, as Lead City Attorney, who will be primarily responsible for general
municipal and land-use/zoning matters, accompanied by Daniel A. Espino, a Partner, to assist on
general municipal matters. The City's labor work will be overseen by Brett Schneider, a Member and
head of our Labor and Employment Group, who will oversee all labor relations matters. Team Sunny
Isles Beach may be supported by other Firm attorneys from time to time.
General Municipal Services
Our practice areas are structured to operate as a team and interactseamlessly with staff and
elected and appointed officials as they strive to perform their public duties and to respond timely to
virtually all of their legal needs. This means local government entities that select us as their general
counsel almost never need to hire special outside counsel. Our specialization translates into taxpayer
savings.
Our extensive municipal practice means that each year we face a myriad of issues encountered
by South Florida's cities. It means we draft numerous pieces of legislation (resolutions and
ordinances) and contracts that are understandable to the general public and able to survive legal
challenge. It means we keep abreast of the latest legislative and judicial developments in municipal
law through a program of in-house training and continuing education. It means we know municipal
law. Of note, we have experience in all aspects of:
Affordable housing
Animal control
Code enforcement & lien
Community redevelopment
agencies
Constitutional law
Construction
Contraband forfeiture
Elections
Eminent domain
Environmental lmv
Ethics
Foreclosure
General municipal law
Governmental litigation
Home Rule Law
Labor & employment
Municipal land use
Procurement
Public contracts
Public private partnerships
Public records
Real estate transactions
Red light cameras
Solid waste
Sunshine Law
Sustainable Development
