He thinks that the CAC has that benefit of being almost <br />closer to the grass roots then we are at times. As the Mayor said, parking is a great example <br />where we actually modified our Code. Although we don't have jurisdiction over parking in <br />the old buildings but we modified our Code to prevent the problem in the future and will <br />never allow a park to be a central point of access to a building. <br />Vice \flavor Aelion said historically the CAC has had the traffic committee and the density <br />shows our City is growing. Collins Avenue is not getting wider, and there are several impacts <br />that will definitely occur. This is somethinu that he assumes one of the subcommittees is <br />actively addressing. or it is something that you want to create and look into. He has noted <br />that they have put a crosswalk with blinking lights on the Shell gas station crossing. The <br />light turns going southbound on Collins into the westbound Causeway Bridge, sometimes the <br />view is hampered and it happened to him. A lady with a baby cart made the crossing and he <br />saw them at the last minute but this is something that has to get addressed or perhaps the <br />City Manager can take a look at it. <br />Commissioner Gatto said the condo situation is a gray area. She gets tons of phone calls <br />because her building is going through the 40 -year inspection process now. It is interesting <br />because they don't understand to a large degree that it is the State that is dictating it but the <br />City stewards it basically. Clay Parker's group is responsible for getting all the permitting <br />through, and getting the ball rolling. etc.. and so we are caught in the middle. It is very hard <br />to define what the City's role is and isn't because people in their mind know there is balcony <br />restoration they need to pay for, and they are asking why is the City making us do this. etc. <br />We have to explain to them that it is not the City per se, but it is the City's job to steward the <br />process. That is something that would be very helpful to emphasize to the residents. <br />\9ayor Edelcup said he thinks what you are hearing leads to the point that it would be <br />wonderful if the CAC could eventually come up with a "White Paper" or a published <br />document that we could mail out to all our residents that defines the City's role in multi- <br />family districts as well as single-family districts. The results will only help educate our <br />public if it would come in a written document that they can refer to. <br />City Attorney Ottinot added that last year he and Deputy City Attorney Fernando <br />Amuchastegui gave a presentation on the Sunshine Law and the Ethics Code of \4iami-Dade <br />County. the State, and also public records. At least we have seven new members and <br />generally we want to give them those parameters. <br />Vice \favor Aelion said maybe they can be involved in the landscaping in our public areas <br />when they feel they should have a subcommittee for that. Lukes' Landscaping actually <br />changed the flora around the City and it would be a good thing for you, your opinion is also <br />relevant to place the correct plants, etc. <br />6.
