4.3Negottiations <br />The Ciity may awardd a contract oon the basis oof initial offerrs received, wwithout discussions. <br />Thereffore, each iniitial offer shoould contain tthe Proposer’s best termss from a monnetary <br />and teechnical standdpoint. <br />Notwitthstanding thgoing,if the City annd said Propooser(s) cannott reach agreeement <br />e fore <br />on a ccontract, the CCity reserves the right to terminate neegotiations annd may, at the City <br />Managger’s or his designee’sdiscretion, bbegin negotiiations with the next loowest <br />responnsible and rresponsive proposer. This process mmay continuee until a coontact <br />accepttable to the CCity has been executed or all proposals are rejected..
