RFQ No. 19-11-01 Professional Engineering and Architectural Services for Pedestrian Bridge with Park Elements Across A1A at 174th St. - CCNA. <br />City of Sunny Isles Beach <br />|8 <br />PROJECT UNDERSTANDING & APPROACH <br />OBJECTIVE <br />To collaborate with the City of Sunny Isles Beach (The City) <br />and the public to design a signature pedestrian bridge with <br />park elements across A1A at 174th St. in the City of Sunny <br />Isles Beach, Florida that provides connectivity, shading, <br />and security, and functions as an integral component of the <br />urban city environment and community. <br />The new Park Bridge will redefine both the City’s horizon <br />and its identity. Aesthetics will play a crucial role in the <br />future of the area and the design of the bridge. Our team <br />will work closely with the local community to develop a <br />design that is both beautiful and efficient. The bridge <br />will complement the local architecture with a unique and <br />distinctive design. <br />PROJECT UNDERSTANDING <br />The FINLEY Team’s understanding of this project has <br />been well-informed by the Pre-Proposal Conference, <br />meeting with the City and a successful site visit. We have <br />learned from our communication with The City that the <br />following factors are a significant priority: <br />1. Experience with FDOT bridge projects and <br />procurement <br />2. Impact on the local traffic and MOT (Maintenance Of <br />Traffic) during construction <br />3. Cost and Schedule <br />The FINLEY team will address these concerns in the <br />following manner: <br />1. FINLEY has assembled a Proven Team of Specialists <br />with extensive bridge experience with FDOT in Miami. <br />Further proving the recent and relevant experience <br />of our Team, FINLEY and our key sub-consultants <br />are currently finalizing one of the most complicated <br />interchanges in Miami: the US27/SR/Okeechobee <br />Rd and SR826/Palmetto Expressway Interchange in <br />Miami, Florida, for the FDOT District 6. Our team <br />can provide the City with firsthand knowledge and <br />experience in working with FDOT’s various design <br />offices and procedures, strengthening communication <br />and saving time and money as our team already has a <br />well-established relationship with FDOT staff. <br />2. FINLEY has selected the trapezoidal steel box girder <br />design as the most efficient and viable solution, <br />ultimately minimizing impact on the MOT and avoiding <br />full traffic closure of A1A during construction. <br />3. FINLEY will bring to this project our extensive <br />construction experience, as well as one of the most <br />recognized and experienced professionals from the <br />Florida transportation construction business, Enrique <br />I. Espino, PE, who will work with the project team <br />starting on the first day developing a realistic Cost <br />Estimation and Schedule. Enrique will bring his <br />extensive knowledge of construction and estimating in <br />Miami and the South Florida market. <br />Process for Accomplishing the Project Objective – Based <br />on FINLEY’s Team experience and familiarity with the <br />City/FDOT’s review process, the project will kick-off <br />with a workshop where key members of the FINLEY <br />Team will meet with the City and Stakeholders to review <br />the Project Management Plan and Quality Assurance <br />procedures. A Quality Assurance Manual will provide the <br />basic requirements of the program with supporting Quality <br />Assurance Procedures that provide step-by-step instruction <br />for implementing the requirements. <br />THE PROJECT MANAGEMENT <br />PLAN <br />The plan will include the following components: <br />• General project description <br />• Contact information <br />• Goals and objectives <br />• Scope of services <br />• Schedule, including milestones and resource <br />allocations <br />• Quality definition including quality assurance (QA) <br />roles of senior people throughout the project <br />• Budget and Schedule <br />• Team organization and responsibilities <br />• Contingency plan/change management plan <br />• Project records <br />• Codes and standards <br />D
