RFQ No. 19-11-01 Professional Engineering and Architectural Services for Pedestrian Bridge with Park Elements Across A1A at 174th St. - CCNA. <br />City of Sunny Isles Beach <br />|11 <br />unique nocturnal identity, easily distinguishable from afar, <br />providing a sense of place and arrival to the traveling public. <br />Our team will develop a lighting strategy that can provide <br />ample safety while still meeting the regulations for turtle- <br />friendly restrictions on lighting mandated by the Florida <br />Fish and Wildlife Conservation Commission <br />Landscaping <br />Our team will also develop a bridge design that recognizes <br />the needs of landscape for proper soil volume and growth <br />to reduce maintenance needs and requirements. Our <br />landscape architecture team will ensure the right plants are <br />in the right place, the plants are available, they are properly <br />specified, the costs are accurate and all necessary ancillary <br />items have been accounted for. This procedure can only be <br />done by experienced landscape architects who are familiar <br />with not only the landscape industry, but also with policies, <br />procedures and requirements. Our team provide exactly <br />this level of experience and knowledge, and we will ensure <br />all landscape designs are appropriate, constructible and cost <br />effective. <br />FUTURE MAINTENANCE & <br />INSPECTION <br />FINLEY will incorporate into the bridge design standard, <br />FDOT details that will minimize maintenance requirements <br />and that will provide maximum durability. In addition, the <br />FINLEY’s BrIM 3D modeling software, used during the <br />bridge design to produce the design drawings, can also be <br />provided as a 3D model to the City, at no additional cost, <br />for use in maintaining the bridge within a 3D graphical <br />environment. This modeling software environment <br />can incorporate design information, construction <br />documentation and future bridge inspections all within a <br />3D model that allows for easy access of the information <br />in aggregate. These maintenance strategies will maximize <br />the service life of this significant investment in the City’s <br />infrastructure. <br />MAINTENANCE OF TRAFFIC <br />(MOT) & ERECTION SEQUENCE <br />Our approach of using a steel box girder structure for the <br />pedestrian overpass will reduce the number of MOT phases <br />required to complete the project. The bridge support piers <br />can be constructed with minimal disruption to traffic lanes <br />and the overhead construction of the single span steel bridge <br />deck will require temporary diversions to the opposite <br />roadway during active, off-hour/night, or overhead work <br />periods. The MOT will be phased to construct the eastern <br />half of the steel bridge deck and allow this half to be <br />cantilevered over the northbound lanes of Collins Avenue <br />with a nighttime closure of the northbound lanes in Stage <br />1. Traffic in the northbound lanes can be reduced to one <br />lane that will be shifted to the inside southbound lane at <br />the 172nd Street intersection and back to the northbound <br />lanes at the 174th Street intersection north of the structure <br />crossing. In this phase the existing southbound lanes would <br />be used to maintain 1 or 2 lanes (as the work zone would <br />allow for installation of the eastern half of the structure) <br />in the southbound direction and 1 lane in the northbound <br />direction between 172nd Street and 174th Street. <br />Stage 2 will be the reverse of Stage 1 to allow for construction <br />of the western half of the steel bridge deck and the closure <br />between the east and west cantilevered decks. This approach <br />will eliminate any impacts to the existing landscaped <br />median North and South of 174th Street. Sub-stages will be <br />incorporated into Stages 1 & 2 to allow for the construction <br />of the supports and other miscellaneous structure beyond <br />the existing curbs that fall within the clear zones of Collins <br />Avenue and/or 174th Street, and for the modifications to <br />the median South of 174th Street to allow for U-turns. The <br />MOT phasing will also include details to maintain safe ADA <br />compliant pedestrian facilities through or around the work <br />zone. Existing pedestrian access ways will be maintained or <br />replicated to the greatest extent practical that will eliminate <br />conflicts with worksite operations, and ensure passengers <br />can access transit stops with safe boarding and unloading <br />from the transit vehicles. <br />DPROJECT UNDERSTANDING & APPROACH
