RFQ No. 19-11-01 Professional Engineering and Architectural Services for Pedestrian Bridge with Park Elements Across A1A at 174th St. - CCNA.
City of Sunny Isles Beach
|67
QUALIFICATION INFORMATION & ASSIGNED PERSONNEL
The Estero Parkway Flyover is 561 ft. long with spans of 340 ft. and 221 ft., and approximately 116 ft. wide. It extends Estero Parkway over I-75, connecting
to Ben Hill Griffin Parkway at a total bid cost of $35.1M. In a Value Engineering redesign, FINLEY replaced the original twin cast-in-place concrete box
girder design with a single, four-steel box girder design. This solution provided a savings of $2.94M to Lee County with the elimination of a large falsework
support system, reduced construction time, reduced foundation design requirements, and simplified construction methods. The redesign called for
a staged, temporary tower support scheme to optimize the efficiency of the steel section, which allowed the steel bridge solution to be competitive
against the initial cast-in-place design. The $2.94 million refund to the county is significant because the county is responsible for funding the flyover,
and the money will help it meet its budgetary commitments.
Relevance: This project demonstrates FINLEY`s experience and familiarity with the steel boxes structural type erected over traffic and FINLEY`s
ability to implement innovative design solutions to expedite construction while also meeting the owner`s budget. Cost: $32.2M
Awards
· 2010 Florida Engineering Society Big Bend Chapter Outstanding Technical Achievement
· 2012 National Steel Bridge Alliance Merit Award for Long Span Bridges
F. Tallahassee, Florida Bridge Design and Construction Engineering
“As the Contractor’s Engineer, FINLEY developed a value engineering change proposal (VECP) that provided for a better project
and allowed Lee County to receive a $2.94M refund from the original bid price of $35.1M. FINLEY’s technical acumen took into
account the contractor’s strengths; the best materials for the challenges of the project, design innovations, risk mitigation and
less intrusive construction process. This project’s success is due in large part to FINLEY’s cooperative and coordinated effort…as
a company, they have an innate ability to deliver what they promise on time.”
- Randy Cerchie, Manager Public Works Operations, Lee County.
E
