EAC Consulting, Inc. <br />eacconsult.com <br />City of Sunny Isles Beach • RFQ 19-11-01 • Professional Engineering and Architectural Services for Pedestrian Bridge with Park Elements Across A1A at 174th St. <br />Environmental Approach <br />The environmental approach for the project will center on identification of protected resources and potential contamination <br />issues for consideration in the construction of the Pedestrian Overpass located at the Collins Avenue (A1A) and 174th Street <br />intersection. This concept design recommends an open and elevated bridge park over the south side of the intersection, <br />traversing east and west, to accommodate for vehicular improvements at the surface level and to bring the pedestrian to an <br />elevated plane for an enhanced crossing experience reflected as an extension of the Samson Oceanfront Park. <br />Smart-Sciences will identify protected resources and potential contamination issues, and will work with the design team to <br />minimize and avoid impacts to the greatest extent practicable. Smart-Sciences conducted preliminary research for the study <br />area. Based on GIS and ETDM review, Smart-Sciences has identified the following environmental considerations and their <br />potential effects: <br />Contamination: Few potential hazardous materials sites were identified within the vicinity of the proposed pedestrian bridge - <br />including FDEP storage tank contamination monitoring sites and petroleum contamination monitoring sites. Potential Effects: <br />A Contamination Screening Evaluation Report will be prepared. This will be important for dewatering, areas of earthwork, and <br />placement of exfiltration trench. <br />Wetlands/Surface Waters: No wetlands or surface waters are present at the landing areas of the proposed pedestrian bridge <br />or along the corridor. No wetland permitting with the County, State or USACE is required. Potential Effects: None <br />Wildlife and Habitat: The proposed pedestrian bridge lies within the US Fish and Wildlife Service consultation areas of the <br />American Crocodile, Florida bonneted bat, piping plover and the manatee. Several trees are located in the landing areas of <br />the proposed pedestrian bridge. Potential Effects: A Listed Species Technical Memorandum will be prepared. If endangered <br />or threatened species involvement is identified, a biological assessment for formal consultation will be prepared. There are <br />numerous street trees and structures within the proposed project location that could be suitable for roosting by the Florida <br />bonneted bat. A roosting or acoustical survey may be required. There is no in-water work proposed, therefore, there are no <br />anticipated impacts to manatees and American crocodiles. There is also no work proposed in habitat for the piping plover, <br />therefore no anticipated impacts are expected. <br />Trees: If trees are proposed for removal or relocation a tree removal permit will be required from Miami-Dade County. <br />Cultural Resource Assessment <br />Janus Research prepared a cultural resources desktop analysis and field review in December of 2019; it is currently under <br />review by the State Historic Preservation Officer. As part of this documentation two historic resources were identified, a portion <br />of Collins Avenue and a building at 18080 Collins Avenue, both are considered ineligible for inclusion in the National Register. <br />No archaeological resources were identified. As part of this most recent RFP, Janus Research would evaluate the latest project <br />improvements to determine if additional resources will need to be documented in compliance with state and federal regulations. <br />Roadway Safety <br />The Project Team will comply with all safety vertical and horizontal clearances and setback requirements while also designing <br />a pedestrian bridge that will fit well in the context and become an attractive link between the neighborhood and the beach. We <br />will propose a construction sequence that minimizes impacts to the busy roadway below. <br />Maintenance of Traffic <br />Given the high volume of vehicles and pedestrians using Collins Avenue, safety of the traveling public and construction workers <br />are paramount for this project. Not only must a safe work zone be guaranteed, but the public must confidently perceive it as <br />such. The EAC Project Team will prepare a construction phasing and Maintenance of Traffic (MOT) sequence that makes safety <br />considerations front-and-center. It is expected that the construction of the towers and pedestrian ramps on both sides of <br />Collins Avenue can be constructed without impacting vehicular traffic. Appropriate measures to detour pedestrian traffic will be <br />provided should sidewalks and paths in the park require closure. Construction of the towers will be performed one at a time in <br />order to keep one side of Collins Avenue unimpeded at all times, allowing for continuous pedestrian movement. Vehicles may <br />not use Collins Avenue during the erection of the bridge structure which will warrant closure of the roadway. It is estimated <br />that the erection of the bridge, ensuring proper bracing of all elements and confirming it is safely in place may take up to three <br />days. Detours for vehicles will be provided during this time. Advance notification of this closure will be communicated to the
