RESUMES OF KEY PERSONNEL PROPOSED FOR THIS CONTRACT <br />(Complete one Section E for each key person.) <br />d. <br />1) TITLE AND LOCATION (City and State) Hialeah Gardens Warehouse Development Environmental Permitting and Florida bonneted bat survey, Miami-Dade County <br />(2) YEAR COMPLETED <br />PROFESSIONAL SERVICES 2018 - Ongoing CONSTRUCTION (If applicable) N/A <br />3) BRIEF DESCRIPTION (Brief scope, size, cost, etc.) AND SPECIFIC ROLE Check if project performed with current firm Ms. Colbert was project manager working with engineers, planners and architects to prepare two commercial warehouse development plans <br />(Hialeah Gardens One and Two) on vacant parcels totaling 60 acres in Hialeah Gardens. The parcels consist entirely of low quality wetland <br />habitat. Ms. Colbert conducted the wetland delineation, listed species survey, alternative sites/avoidance and minimization analysis and <br />mitigation assessment using WATER to determine the mitigation required for permitting. This information was used to prepare the Joint <br />SFWMD/USACE ERP and the Miami-Dade County Class IV permit applications for site development. As part of the permitting process the US <br />Fish and Wildlife Service requested a Florida bonneted bat survey. A pedestrian survey of the entire site was conducted to look for tall trees <br />with crevices/snags or palms with an appropriate crownshaft for bat roosting. Trees that were found to contain features for potential roosts were <br />located using a Global Positioning System (GPS) unit and further examined with use of the Tree Top Peeper™ inspection system. The base of <br />these trees were also inspected for bat guano. Additionally, a pedestrian survey was conducted at sunset for monitoring of vocalizations of the <br />FBB. There were no observations made or vocalizations heard indicating that the FBB would be present within the project site. <br />e. <br />1) TITLE AND LOCATION (City and State) Doral White Course Mixed Use Development, Environmental, Florida Bonneted Bat and Tree Permitting Services, Doral, Miami-Dade County <br />2) YEAR COMPLETED <br />PROFESSIONAL SERVICES 2017 CONSTRUCTION (If applicable) N/A <br />(3) BRIEF DESCRIPTION (Brief scope, size, cost, etc.) AND SPECIFIC ROLE Check if project performed with current firm <br />Ms. Colbert was the Principal-In-Charge working with engineers, planners and architects to prepare multi-use residential and commercial <br />development plans for this 130-acre site in the City of Doral. The project consisted of an abandoned golf course with water bodies and palisades <br />of trees. Ms. Colbert led the wetland delineation, listed species survey and tree survey within the project area. Based on the assessment of <br />the regulations as well as the plants, soils and hydrology, it was concluded that no jurisdictional wetlands were present on the property. Ms. <br />Colbert was successful in working with the USACE, SFWMD and Miami-Dade County to agree with the findings for no jurisdictional wetlands. <br />Ms. Colbert led a survey for the Florida Bonneted Bat (FBB) using Wildlife Acoustic Song Meters and conducting pedestrian surveys. Based <br />on the data analysis the FBB is not utilizing the site to roost or forage. Ms. Colbert also provided guidance to the Client regarding wood stork <br />and eastern indigo snake. Under Ms. Colbert’s guidance approximately 1,700 trees were identified, in addition to recording height, canopy <br />spread, diameter at breast height (DBH), and overall condition for each of the trees. Tree inventory data was integrated into project design and <br />a tree removal and relocation permit was obtained from Regulatory and Economic Resources (RER). <br />
