AUTHORIZED FOR LOCAL REPRODUCTION MANDATORY USE DATE OF FORM 6/2004 STANDARD FORM 330 (6/2004) Page 26
E. RESUMES OF KEY PERSONNEL PROPOSED FOR THIS CONTRACT
(Complete one Section E for each key person.)
Smart-Sciences was contracted to provide biological support services prior to clearing of vegetation at the GR047 Site (±24.7-acres) located
within the Homestead Air Reserve Base (HARB), in order to determine if flora and fauna listed as federally threatened or endangered under the
U.S. Fish and Wildlife Service’s (USFWS) Endangered Species Act (ESA) of 1973, or species of concern or critical habitat are present on the
Site and at risk for potential disturbance. Ms. de Vringer conducted a field assessment at the Site for listed plants species including Small’s
milkpea (Galactia smallii), pineland croton (Croton linearis) and sand flax (Linum arenicola). HARB is located within the U.S. Fish and Wildlife
Service consultation area for the federally endangered Florida bonneted bat (Eumops floridanus, FBB) which is known to roost within HARB.
Smart-Sciences performed an FBB survey at the Site. Ms. de Vringer conducted a pedestrian survey of the project site to determine potential
roost locations for additional survey using equipment such as Wildlife Acoustic song meters. Ms. de Vringer video-inspected mature trees with
cavities for potential roosts presence. Acoustic song meters record bat echolocation and are used to inform as to whether bats are emerging
from potential roosts, flying overhead or foraging. The song meter locations were determined through manual observations and inspections of
tree crevices within the project site. Ms. de Vringer deployed song meters, evaluated recorded acoustic data for FBB presence, and prepared
a listed species report.
e.
(1) TITLE AND LOCATION (City and State) BP Gratigny Environmental Permitting, Opa-locka, Miami-Dade County, FL (2) YEAR COMPLETED
PROFESSIONAL SERVICES CONSTRUCTION (If applicable)
N/A
(3) BRIEF DESCRIPTION (Brief scope, size, cost, etc.) AND SPECIFIC ROLE Check if project performed with current firm Smart-Sciences staff has prepared and submitted permit applications with regulatory agencies for a proposed development project located in
Opa-locka, Miami-Dade County. The site is an approximate 24.95-acre site. Ms. de Vringer conducted wetland assessments to evaluate the
acreage of the wetlands that exist on the property and a wildlife assessment to identify potential protected wildlife species using the site. The
Uniform Mitigation Assessment Method (UMAM) and the Wetland Assessment Technique for Environmental Reviews (WATER) were utilized to
evaluate the quality of the on-site wetlands and to assess the amount of mitigation required for wetland losses. Ms. de Vringer used ArcGIS to
map wetlands and create figures, and prepared technical reports. She assisted in preparing the Natural Resources Report and permit
applications to the regulatory agencies, and performed field visits with representatives of the regulatory agencies to verify wetland acreage and
quality. The project is ongoing.
