<br />UNDERSTANDING OF PROJECT PROCESS <br />Local Agency Program (LAP) Process <br />LAP is a procurement process where local municipalities develop, design, and construct transportation <br />facilities with federal funds. FDOT is responsible for oversight of funded projects on behalf of the Federal <br />Highway Administration (FHWA). LAP certified agencies, such as the City, prioritize and fund their own <br />local projects which are then eligible for reimbursement through compliance with applicable federal <br />statutes, rules and regulations. <br />The City is seeking county and federal funds. H&H is versed in the FDOT and LAP processes and procedures <br />required to obtain funds provided through the FDOT. This is demonstrated by our Tamiami Canal bridge <br />replacement LAP project receiving the 2019 FTBA Best in Construction Award in the LAP Category. <br /> <br />The FDOT LAP Manual classifies the Bridge Park as a Class B LAP Project due to the construction cost <br />exceeding $10M (see table below). This classification requires that FDOT design criteria and standards, <br />specifications, materials testing, and consultant requirements are all adhered to. <br /> <br />FDOT LAP Manual Excerpt <br />D-3
