(FRA) was established in 1987 and has become a well-respected, technology <br />driven, consulting engineering and surveying firm, dedicated to providing professional services and solutions <br />to our clients. Headquartered <br />in Miami, FRA has offices across the State of Florida, with nearly 75 professionals. <br /> <br />F.R. ALEMAN STAFF INTRO <br />Lis R. Tolstoy, PSM, Director of Survey <br />Lis is a highly motivated Professional Land Surveyor with over 24 years of surveying and mapping experience. <br />She has served as Project Surveyor on multiple contracts for FDOT. Through this experience, Lis has gained <br />familiarity with FDOT’s standards, policies, and procedures. She is responsible for ensuring that the best <br />practices are followed, and quality assurance goals are achieved. Her experience has included high-pressure <br />management roles that required the prioritization and planning of work activities to not only meet, but also <br />exceed, productivity standards. Her extensive experience covers the areas of design surveys, geodetic control, <br />right-of-way control survey and mapping, maintenance, and monumentation maps. <br />Pete Diaz, PSM, Sr. Survey Manager <br />Pete has 31 years of experience covering most aspects and all levels of surveying and mapping, from field to <br />office analysis/processing. His extensive experience spans the areas of control surveys, topographic surveys, <br />design surveys, boundary surveys, digital terrain modeling, global positioning system (GPS), boundary dispute <br />resolution, right-of-way (ROW) mapping (control maps, row maps, maintenance maps, sketch and legal <br />descriptions, surplus documents, license agreements, and donations), as-built surveys, bathymetric surveys, <br />and mean high-water surveys. He is also familiar with GIS (developing database schema, data management, <br />training/supervising staff in ArcMap data entry and editing). Through his tenures at FDOT Districts 4 and 6, Pete <br />is intimately familiar with FDOT standards, procedures, and processes. <br />Carlos Cuenca, Sr. Survey Technician <br />Mr. Cuenca has over 25 years of survey and mapping experience. He is presently a Survey Technician for FRA <br />operation throughout Florida, supervising the processing of the survey computations from CAICE, <br />MicroStation, OpenRoads, GEOPACK, etc. As FRA’s Lead Survey Technician, Mr. Cuenca is responsible for the <br />preparation of the GPS Plans, and processing of Static data by using VECTOR-NT Software. Mr. Cuenca oversees <br />processing the EFB Segment and initial Office QC. He is also familiar with the use of Laser Scanning and <br />performs QC for field activities including the adjustments for the elevations run. Mr. Cuenca oversees <br />adherence with FDOT Standards by FRA Survey/SUE Crews. <br />Patricia Garcia, Survey Technician <br />Ms. Garcia joined FRA in 2013 and supports the survey group as a Survey Technician. She has 6 years of <br />experience in the field of Survey CADD. She specializes in MicroStation, Geopak, AutoCAD CIVIL 3D, Topo DOT, <br />CYCLONE and Microsoft Office. Ms. Garcia is also proficient in the use of a variety of surveying programs <br />including EFB and TDS and is responsible for processing information and providing survey control and office <br />support to the field crew. <br />E-41
