BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost)
Virgin Miami Central, is a mixed-use railroad
station development in the Government Center district
of Downtown Miami. Currently, the station serves an inter-city
rail service named Virgin Trains USA (formerly known as
Brightline) and connects to the adjacent Government Center
station serving Metrorail, Metro Mover, bus lines and Tri-
Rail commuter rail. The 9-acre complex is a quarter of a mile
long, 7 stories tall with three towers looming from its foundations
and includes 3 million square feet of residential, office,
commercial, and retail development. The station was built by All
Aboard Florida, a subsidiary of Florida East Coast
Industries (FECI) overseeing Virgin Trains USA.
Maser Consulting began this project in August 2014. The preparatory work began with the removal of parking
lots that had previously been located on the site of the Flagler Railroad Miami Rail Yards. Maser Consulting,
PA was hired by Suffolk Construction to create the construction control based on an extensive boundary
analysis that including location of the existing railroad tracks, utility locations (above and below grade), right of
way for all adjacent city, state roads and railroad that were impacted by the new construction. The design of
the station includes aerial easements over and across city right of way. The project site is located between NW
3rd Street to the south, north to NW 8th Street between NW 1st Avenue and NW 2nd Avenue containing more
than 740,000 square feet at ground level. Miami Central, the Brightline tracks and station is elevated 50 feet to
align with existing public transportation, with retail spaces beneath the tracks. The alignment of the new
construction to the existing structures was just one of the many tasks that Maser Consulting performed.
Construction of the facility began in mid-2015 when subterranean support pilings began to be installed. Maser
Consulting was hired by Keller (HJ Foundation) for foundation layout, as builts and redesign. More than 1600
piles were installed to support the massive structure. Along with the piles, further surveying support was
needed for the layout of the pile caps and main support columns located throughout the entire site.
Construction of the elevated structure included 2 residential towers, a transportation hub, and 2 additional
buildings, 2 Miami Central and 3 Miami Central. Maser Consulting was the project surveyor for all the
construction performed by Suffolk Construction and the Subcontractors for this project. Our scope of services
includes vertical and horizontal control, construction as builts, utility layout and as builts along with utility
easements. We controlled and monitored 99 Metro Rail and Metro Mover columns adjacent to and within the
project footprint monthly for 5 years for vibration and movement In support of the construction layout, interim
construction as builts were required for the elevated external steel support decks and complex architectural
design. To accomplish this task High Definition 3D scanning was performed on numerous occasions. The point
cloud was registered and aligned to the project horizontal and vertical control. The point cloud was then
imported into the project REVIT BIM model for confirmation that the as built conditions were aligned to the
plan geometry.
Cost: $1,116,850.71 (Fees to date)
Section E, Page 36
