Proven solutions <br />Responsive and dependable performance <br />City of Sunny Isles Beach RFQ No. 20-07-01: Continuing Professional Consulting Services (CCNA) <br />D-8 <br />1. Preliminary Design Phase: This phase will consist of preliminary engineering studies that will address the key factors <br />previously identified, including: <br />»Establishing the basis of design <br />»Selection of infrastructure location and alignment <br />»Selection of pipe materials, rehabilitation materials, <br />pump sizes, and structure construction (cast-in- <br />place or pre-cast) <br />»Mechanical, electrical, and landscaping requirements <br />»Permits <br />»Schedule <br />»Estimates of probable construction costs <br />»Construction sequencing <br />»Maintenance of traffic <br />»Community and public relations <br />2. Final Design Phase: This phase will include production of 30%, 60%, 90%, Permitting, and 100% construction documents <br />and permit acquisition. <br />3. Bidding Phase: This phase will include assistance with bidding, issuing addenda, and pre-bid meetings. <br />4. Engineering During Construction: This phase will include assisting City staff with construction management services and <br />resident engineering during the construction phases of the project. <br />Due to our experience performing municipal infrastructure improvement projects, we understand the typical community <br />concerns and resident complaints. By spending time in the field, we understand that what residents want most is a mechanism <br />to voice their concerns and someone that will actually listen. Our team strategy is to provide clear communications to residents, <br />City staff, and all other stakeholders throughout a project’s duration. Our team has seasoned field representatives that have <br />experience listening to and conversing with the residents of neighborhood improvement projects. Two significant examples of <br />this experience include: <br />QA/QC (Assuring Success) <br />Experience has taught us that the more we think about quality <br />each step of the way, the better the final result. Early in each <br />project, the CES Team will engage our highly-experienced QA/ <br />QC team. The team’s purpose is to ensure quality planning, <br />design, and constructability. These experts will be available <br />as required to offer advice to review the work for QA/QC to <br />ensure it meets the City Approved Materials and Equipment <br />Lists. Our Team’s technical review process includes QA/QC, in- <br />house value engineering, and constructability reviews. <br />QA/QC begins with the first day of the project effort and <br />continues until final acceptance of the work product. Our <br />QA/ QC procedures are focused toward providing a final <br />product that is best for the City. Ultimately, the CES Team <br />will rely on our internal QA/QC procedures to ensure that we <br />provide the City with the best possible service and on time <br />and within budget delivery for all projects assigned. <br />Permitting <br />The permitting effort required to execute municipal and neighborhood improvement projects poses workable challenges, <br />because permits within the public right-of-way are required for the installation of the new utilities. Our Team will address the <br />permitting process through a very clear and simple database. This database will maintain and identify each individual permit <br />required for the entire project and will track the status of each permit, including regulator inspections and permit close-outs. <br />Each individual permit will have stand- alone inspections from the regulatory agencies and individual close-out paperwork. The <br />action of opening and closing a permit is not difficult, but does require strong organizational tools and discipline. Our team <br />members have assisted the City and other municipalities and agencies in the implementation of a successful permitting process.
