Proven solutions <br />Responsive and dependable performance <br />City of Sunny Isles Beach RFQ No. 20-07-01: Continuing Professional Consulting Services (CCNA) <br />D-9 <br />Public Right-of-Way Permitting <br />Permits that are required within the right-of-way will not vary <br />from the standard design-bid-build, however what will vary <br />is the volume. As we are likely going to fast-track the project <br />via a phasing structure, we will require the same permits for <br />each segment. While this will create additional permitting <br />efforts, it will allow us to accelerate the schedule, achieving <br />our milestone goals and project completion in an expedited <br />manner. <br />Surveying & Easement Acquisition <br />A thorough understanding of existing above ground/underground utilities and surficial features is essential to a well-planned, <br />quality design that results in minimum risk to the City during construction. Detailed survey of these existing conditions provides <br />the design team with key information for locating new facilities, determining what utilities are in conflict with planned designs <br />and may need relocation, establishing construction staging and work areas, and ensuring compliance with local setbacks. <br />Along with normal survey of the right-of-way area, easement acquisition may be required for the proposed improvements. The <br />legal process of obtaining temporary and/or permanent easements is long and could affect the design and construction schedule. <br />CES will identify owners and requirements to obtain easements for the installation of pipe, meter and other appurtenances. <br />Legal processes, fees, schedules and conditions for said land acquisition will be identified and provided to the City during the <br />design phase. Items that may be required during this phase are: <br />1. Provision of a legal description and sketch for each <br />affecting temporary construction, utility easement or <br />ROW take, performed to City Standards. <br />2. Physical delineation of parcels (with paint, stakes, <br />flagging, etc.) in the interest of both the property owner <br />and the appropriate agency. <br />3. Physical delineation of the parcel to be a helpful tool <br />for when the property parcel is to be appraised for <br />acquisition or temporary easement usage <br />4. Determination of the different types of easements or <br />ROW takes that may arise for the project, to include: <br />»Temporary Construction Areas for storage of <br />equipment, material, trailers, etc. <br />»Vehicular and Pedestrian Ingress-Egress for potential traffic flow <br />»Retention areas <br />»Parking <br />»Temporary relocations of affected utilities <br />Subsurface Utility Engineering (SUE) & Soft Digs for Utility Investigation <br />As-built information provided from utilities is often not sufficiently accurate for a reliable design, resulting in unforeseen <br />conflicts during construction. Subsurface Utility Engineering (SUE) is an engineering process for accurately identifying the <br />quality of subsurface utility information needed for design projects and assists with verifying the elevation and horizontal <br />location for existing utilities. Our team, when applicable and necessary, will verify vertical elevations and horizontal locations <br />(VVHs) for existing public and private utilities. The exact location of critical utilities will be confirmed by field survey.
