Proven solutions <br />Responsive and dependable performance <br />City of Sunny Isles Beach RFQ No. 20-07-01: Continuing Professional Consulting Services (CCNA) <br />D-11 <br />Construction Sequence & Staging <br />The sequencing of construction for a new utility must incorporate construction of the new utility while operation of the existing <br />system continues. In addition, the order of construction must not conflict with follow-on work, must maintain site access for <br />construction and local roadway access for residents, businesses, and emergency services, and provide for ready and accessible <br />storage of contractor equipment and materials during construction. <br />Project Management: Managing the Team & the Project <br />The CES Team’s project management principles, procedures and methods, established over the years through the execution of <br />significant infrastructure engineering projects, will be tailored to meet the City’s continuing service projects’ needs. The CES <br />Team’s Project and Design Managers will prepare a project-specific Project Management Plan (PMP) for each task assigned. The <br />PMP will provide the City and the CES Team’s internal management with <br />assurance that the objectives of each project are defined, understood <br />and achieved. The PMP may be a one-page document for smaller projects <br />or multiple pages for larger projects with multiple sub-projects or tasks. <br />The PMP will represent how the CES Team will manage and implement <br />its services on the projects. The intent of the PMP is to establish the <br />project requirements; to set a basis for controlling scope, schedule, and <br />budget of the project tasks; and to describe the principal responsibilities <br />and authority of the project participants. The PMP is intended to be a <br />dynamic document and will be reviewed quarterly, with its contents <br />revised as necessary to address changes in the policies and procedures <br />of both our team and the City. The PMP documents a project’s purpose, <br />goals, and critical success factors as identified during the initial team <br />meeting and elicits commitment from each team member by: <br />»Identifying staff assignments and responsibilities <br />»Establishing policies and procedures to ensure City protocols for design, submittals, cost estimates, City reviews, etc. are <br />followed, to include: <br />»Defining reporting within the team; <br />»Developing a cohesive project schedule; <br />»Establishing budgets for all disciplines; <br />»Identifying required regulatory agency reviews and approvals; and <br />»Incorporating a thorough QA/QC plan. <br />This methodology keeps the CES Team informed, focused, and <br />proactive instead of reactive. This benefits the City as projects <br />are done correctly the first time, on schedule and on budget. <br />The CES Team will analyze and carefully plan every aspect of a <br />project including interagency coordination, permitting and regulatory <br />compliance, pre-design, design, and construction, relying on proven <br />project implementation methods that include the following.
