Proven solutions <br />Responsive and dependable performance <br />City of Sunny Isles Beach RFQ No. 20-07-01: Continuing Professional Consulting Services (CCNA) <br />D-16 <br />Services during Construction <br />More than a third of CES’s annual work involves providing the full range of construction services for municipal utility projects. <br />The CES Team is committed to providing engineering services, full-time or periodic site inspections and attendance at meetings, <br />review of shop drawings, response to information requests, review of claims and potential change orders, review of contract <br />schedules, review of schedule of values, and review of as-built drawings with quality. In addition, we will coordinate with the <br />City to establish a plan to implement projects, to establish and track project schedule, budget, and deadlines, to prepare status <br />reports, and to attend meetings as requested. <br />Our Team understands that when serving as Owner’s Representative (OR), Construction Inspector (CI), or Engineer During <br />Construction (EDC), we are the City’s representative in the field and should act as an extension of your staff, always acting <br />in the City’s best interest. Our Team will assist the City with detailing the submittal process for the contractor to give specific <br />requirements on how and when the submittals are to be prepared and packaged. Using electronic submittals will greatly speed <br />up any needed review by our engineering staff. Submittal information can be transmitted in seconds and response time cut <br />to days. These project management systems show City staff where the submittal is in our review process and what individual <br />needs to act on it for completion. This makes the submittal process more efficient and identifies areas that can potentially cause <br />delays. <br />Construction Engineering and Inspection (CEI) Services <br />Construction inspectors are responsible for verifying that construction work is performed in accordance with the contract <br />documents. The CES Team will provide the City with inspectors as requested during the construction phase of any work assigned. <br />Construction Engineering and Inspection (CEI) services to include: <br />»Contract administration, inspection, and materials sampling and testing. <br />»Administer, Monitor, and Inspect Construction Contracts so that the project is constructed in reasonable conformity with <br />the plans, specifications, and special provisions for the Construction Contract. <br />»Observe the Contractor’s work to determine the progress and quality of work. <br />»Identify discrepancies, report discrepancies to the City, and direct the Contractor to correct such observed discrepancies. <br />»Inform the designated CITY project personnel of any omissions, substitutions, defects, and deficiencies noted in the work <br />of the Contractor and the corrective action that has been directed to be performed by the Contractor. <br />While on-site, each inspector will prepare a daily inspection report to document the field construction activities, contractor/ <br />subcontractor workforce levels, major construction equipment, deliveries of permanent materials and equipment, unusual <br />occurrences, accidents, work interruptions, delays, names of visitors, and weather conditions. Documentation of construction <br />activities will include progress photos, archival photos, and videotape as necessary. The contractor’s work will be tracked <br />according to quantity and quality, and actual progress will be compared with anticipated progress to keep projects on schedule.
