Parking often is <br />disrupted, water and/or sewer service turned off, and traffic rerouted. Residents and businesses quite reasonably want to know <br />what is being done, when it will be done, how they will be affected, and when it will all end. <br />Local knowledge indicates that many communities and development associations are active, are politically aware, and may not <br />be receptive to large construction projects at first.
