REQUEST FOR QUALIFICATIONS NO. 20-07-01 <br />CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) <br /> <br /> <br /> <br /> <br />TAB D: PROJECT APPROACH AND UNDERSTANDING <br /> <br />and approval prior to the Craven Thompson internal project “Kick-off Meeting.” This “Kick-off <br />Meeting” will occur after the initial project award meeting between Sunny Isles Beach’s staff and Mr. <br />Gibney. <br />At the “Kick-off Meeting”, the team will be introduced to the scope, the budget and the timeline. The <br />Project Manager will define the various elements of the projects and describe the quality <br />control/quality assurance requirements at this meeting. Mr. Gibney will periodically review the <br />progress of the project to assure meeting the project timeline and budget as initially approved by the <br />City. Mr. Gibney will then update Sunny Isles Beach staff of the project progress. <br />▪ Information Gathering and Review <br />Craven Thompson will gather as much available information that can be obtained through due <br />diligence. This will include GIS, studies, and past survey information. We will search for existing <br />studies, reports, technical information, and design documents for the existing water mains, sanitary <br />sewers, lift stations, drainage, gas, telephone and electric. Also, we will seek public and private utility <br />atlases and as-builts for service areas within the specific project limits. <br />We will review City specifications, standard details, and project management procedures; agency <br />permitting requirements, determine regulatory agencies having jurisdiction, and their submittal <br />requirements. We will also gather any other available geotechnical and environmental data within <br />the project limits. <br />▪ Surveying Project Limits <br />Craven Thompson will prepare a topographic design/specific purpose survey of the project limits. <br />We will perform the survey using traditional surveying methods. Using conventional means, we can <br />set horizontal and vertical control as well as collect topographic and invert information for water <br />valves and hydrants, sanitary manholes, and storm structures. Integrating this information with <br />collected as-built information, a base map will be produced depicting all available aboveground and <br />below ground information. This base map’s accuracy is vital in assuring the proposed design has <br />accounted for existing conditions. <br />This survey would consist of a base map of the project limits, a survey control baseline and survey <br />control points, with both horizontal and vertical coordinate information, in the form of x-y-z <br />coordinates, in State Plane, Florida East Zone, NAD83(90), US Survey Feet format. Craven <br />Thompson can then use the survey control to create a topographic design survey of the full rights-of- <br />way of roadways, extending ten (10) feet beyond the existing rights-of-way lines where accessible. <br />Locations would include all aboveground and visible improvements, including pavement, swales, <br />signs, street lights, sidewalks, driveways, utility features and trees, three (3) inches in diameter and <br />above, measured at four (4) feet aboveground level. All sanitary and storm sewer structures would <br />include rims, inverts and pipe sizes and directions. <br />Minimum Technical Requirements for the surveying will be per the Florida Board of Professional <br />Surveyors and Mappers in Chapter 61G17-6 of the Florida Administrative Code, pursuant to <br />Section 472.027 Florida Statutes. <br /> <br />D | Page 5
