REQUEST FOR QUALIFICATIONS NO. 20-07-01 <br />CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) <br /> <br /> <br /> <br /> <br />TAB D: PROJECT APPROACH AND UNDERSTANDING <br /> <br />During our various internal review processes, we will also value engineer the project. Value <br />engineering is not simply cutting the cost or scope of a project to reduce budget, it is a creative, <br />organized effort, which analyses the requirements of a project for the purpose of achieving the <br />essential functions at the lowest total costs (capital, staffing, energy, maintenance) over the life of <br />the project. <br />Our staff of experts has extensive experience providing constructability, bid-ability, and value <br />engineering services to our current and past municipal clients. By providing these services, we <br />have saved cities many thousands of dollars and months of schedule time. <br />We will meet with Sunny Isles Beach’s staff to receive their comments on the 90% design submittal. <br />Following the meeting, our team will incorporate the City’s comments and in addition identify any <br />changes required due to agency permit comments. We will then incorporate comments from the <br />Craven Thompson constructability review and make appropriate revisions to the 90% design <br />documents. We will then proceed to complete preparation of the 100% contract documents, <br />technical specifications and bidding documents for the solicitation of competitive bids for the <br />construction of the project. <br />Close attention to the budgetary constraints will be a primary focus of Craven Thompson. In addition, <br />value-engineering analysis will play a critical role ensuring the most efficient design possible. No <br />work will be added to the project without review and agreement by both the City of Sunny Isles Beach <br />staff and Mr. Gibney. Such review will include cost and time impacts to identify alternative solutions, <br />which can maintain the project’s budget. Development of a solid budget will be first of foremost <br />importance to the success of the project. Verifying the budget against the agreed upon project scope <br />will establish the baseline cost for construction. Just as in the design controls stated above, no <br />additions to the scope will be made without a review by the City staff and Mr. Gibney. <br />Bidding Phase <br />Craven Thompson will pull all necessary bid documents together to provide to the City for bidding <br />purposes. We will assist the City of Sunny Isles Beach by facilitating the pre-bid meeting and <br />responding to questions and requests from the prospective bidders during the bidding phase. <br />Once bids have been received, Craven Thompson will <br />tabulate the bids and review for completeness & <br />responsiveness. In addition, we will check contractor <br />references and prepare a recommendation to Sunny <br />Isles Beach of the lowest responsive qualified bidder. <br />Once the contractor has been selected through the <br />City Commission, Craven Thompson will work with the <br />City and contractor to finalize the construction <br />contract. Once the City has issued a Notice to Proceed <br />for the contract, Craven Thompson will facilitate a <br />preconstruction meeting, which will include the City, <br />agencies, contractors, and all utilities to identify <br />responsibilities, procedures and processes to be used <br />during construction.
