Hasbun, AICP 305.792.1757 <br />Sunny Isles Beach, FL <br />Planning & Zoning Director chasbun@sibfl.net <br />APPROXIMATE PROJECT SIZE: <br />PROFESSIONAL FEES: <br />CONSTRUCTION COST: <br />N/A Acres <br />$ 68,480.00 <br />$ N/A <br />The Town Center Overlay was established in the City’s 2000 Comprehensive Plan, <br />which sets a detailed vision of the anticipated character of the entire Town Center, an <br />area which encompasses land located west of Collins Avenue from the north side of <br />172nd Street to the south side of Sunny Isles Boulevard. <br />Early in 2019, an inconsistency was discovered between the City’s Comprehensive <br />Plan and Zoning Code. The discrepancy only affects the Town Center. The City <br />worked throughout the year on remedying the discrepancy. As part of that process, <br />in December of 2019, the City Commission amended the Comprehensive Plan to <br />split the existing Town Center district (which is an overlay designation in the Plan) <br />in two, with Sunny Isles Boulevard as the dividing line between a new South and <br />North Overlay areas. The Town Center South Overlay (TCSO) –the area most directly <br />affected by the inconsistency—was redressed by adding density and intensity <br />measures into the overlay description. Simultaneously, the City Commission <br />determined that the newly created Town Center North Overlay (TCNO) offered a rare <br />opportunity to identify a new vision for the area –one based on community dialogue <br />and consensus based on informed opinions. <br />To this end, the Commission charged CGA with facilitating a community engagement <br />process to capture the public’s concerns and aspirations for the TCNO, and to offer <br />recommendations about potential future regulatory actions regarding this area. <br />The public engagement process included a variety of in-person pop-up and formal <br />events, as well as digital activities both before and after the COVID-19 pandemic <br />lockdown and involved over 500 participants contact points. <br />X <br />X <br />X <br />Page 109
