RFQ No. 20-07-01 City of Sunny Isles Beach August 2020 C. Cover Letter and Executive Summary August 18, 2020 City of Sunny Isles Beach To Whom It May Concern: Premiere Design Solutions, Inc. (PDS) provides a wide range of Land Surveying and engineering services, cost engineering and construction phase services in civil and transportation engineering to serve the needs of our clients. We conduct land surveying for planning services, for design, and also provide construction phase surveying services to meet our client’s needs. We craft integrated management strategies to make the most of limited resources while serving multiple stakeholders. Most important, we work closely with each client to make sure that our innovative and cost-saving solutions are tailored to their individual needs. Mr. Luis Jurado, PE is the President of PDS and is committed with the City of Sunny Isles on this project to provide exceptional service, as PDS is known for, and will ensure that appropriate staff levels are provided to meet and exceed the City’s expectations. Currently, PDS holds several land surveying contracts on an ongoing basis and other task specific contracts, and our surveying staff is working at a 55% capacity, allowing some project growth before needing additional staff. However, depending on size of contracts, PDS as a small business, has the flexibility to hire new staff as needed, without going through extensive selection process. Currently PDS has two survey crews in house with an on-call survey crew than can be assembled is work load increases or as needed by the City of Sunny Isles Beach. We understand the City of Sunny Isles Beach is seeking Professional Engineering Services for contracts not exceeding $4 Million in construction costs were work order contracts do not exceed $500,000 in fees. PDS is a minority owned, small business, incorporated five years ago in Broward County, with offices in Miramar, Miami, and South Carolina. PDS is experienced in this type of work, and we are willing to work with the City, finding the best solution to your needs, and will work with other firms currently holding architectural/engineering contracts with the City as a sub- consultant to their contracts. We also acknowledge that PDS will maintain all its current certifications, licenses and insurances throughout this contract. We are proposing our services as prime consultant for Land Surveying Services, and are not committing to any specific sub-consultant for this project. We work with sub-consultant firms capable of providing all services the city may require, which we have an ongoing relation and current track record, but in the best interest of the City, we have decided to submit this proposal as a sole an prime consultant, and sub- consultant will be procured on a work order basis, keeping the City project manager involved during the process if desired. PDS currently holds two continuing land surveying contracts as a prime consultant, with City of Miami Gardens, and in the Survey Pool of Miami-Dade, and as subconsultants participate in many other General Engineering Contracts such as this one to provide land surveying services. 14
