RFQ No. 20-07-01
City of Sunny Isles Beach Beach
August 2020

D – Project Approach and Understanding

Mr. Eckardt will lead a team strong in talent and technical expertise, familiar with municipal work, and
used to work as a team, which has continuously worked together from our Headquarter offices in the
City of Miramar, Broward County, Florida. Our team of professionals is comfortable working with
government agencies, and is trained to think as an extension of the City Staff, always looking in the best
interests of the City. Our team of professionals working on a specific project is not just our engineers
and support staff, but our team includes the client, in this case it includes the City of Sunny Isles Beach’
project manager and others involved in the project. The City is always informed and will participate in
all stages of the process, receiving guidance from our professional staff, and being able to provide
important input on the project, and always aware of any budgetary impacting issues.
This approach we are proposing for this project is not just a proposal. This same approach has been
utilized with successful results in the past to execute other government contracts, including contracts
with Miami-Dade County, FDOT District 4, Broward County Transit, City of Miami Lakes, City of Opa-
Locka, Broward County Aviation Department and the Miami-Dade Water and Sewer Department. Our
approach ensures that the City administration, City Engineers, PDS, contractors, consultants, and other
stakeholders are a fully integrated and participate in every project.
Another Key factor in our approach is Quality Assurance and
Quality Control. Early in the project we engage our highly-
experienced QA/QC experts, like Luis Jurado, P.E., to ensure a
quality result. These experts will be available as required to offer
advice during all stages of the project and will also oversee that
proper resources are assigned once a project has been identified,
and will review the work to make sure it meets or exceeds City
requirements and standards. Our Team’s technical review
process includes QA/QC, tracking procedures, value engineering,
and constructability reviews. QA/QC begins with the first day of
the project and continues until final acceptance of the final
product.
PDS has a defined quality control procedure described in the PDS
Quality Control Manual, intended to minimize the risk of errors and omissions and to maximize the
quality of the final product. One of our policies is to always have a qualified professional, not involved
in the specific task being done, review and comment before every submittal. This ensures quality and
completeness of submittals.

30
