RFQ No. 20-07-01
City of Sunny Isles Beach Beach
August 2020

D – Project Approach and Understanding

The completion of the coordination phase is quickly followed by the pre-design or design
phase of the project, depending on the scope of the project. The PDS Team intends to bring
the strongest resources to participate in this project to provide in-depth technical evaluation of designer
selections, the design products, and design procedures. This will be of great benefit to City because
they will receive in-depth technical opinions on which to base project decisions. The PDS Team, as an
extension to the City Staff will represent the City in technical discussions with regulatory agencies, other
design engineers and contractors. PDS will also schedule, arrange and conduct required meeting with
stakeholders.
Pre-Design and Design tasks will be initiated, enforcing all our management procedures. We will also
conduct detailed design reviews throughout the pre-design and design phase. Several workshops and
work sessions will be held including code reviews, inter-discipline coordination meetings, discipline
QA/QC reviews, value engineering, constructability reviews, and operability reviews.
During all project phases, all related documentation
including surveys, technical memos, eMails, meeting
minutes, reports, calculations, models, drawings,
specifications, details, etc, will be managed and filed
electronically and in hard copies (with the exception of
eMails). All project documentation may be provided to
the City periodically or upon request.
Our plan includes regular coordination meetings and
progress meetings to ensure and optimize City
involvement. We know that the work being done under
this project is not the only item of business demanding
your time. Therefore, we will conduct efficient
meetings using detailed and time-limited agendas.
Coordination meetings will be specifically related to individual project activities to ensure input from all
stakeholders and will be intended to inform operations staff about any particular outage or operational
constraints that may be required during project delivery. During the detailed design phase, the City staff
will provide input on materials of construction, specifics on desired equipment features; consider
equipment compatibility and reliability, operating and management philosophy, automation
procedures, and the like for incorporation into the design.
Project control tools will be utilized, such as Primavera products for scheduling and construction
management tasks. These products also allow all team members to access project data at anytime. Our
project control includes control of costs and detailed projection of construction costs, to help determine
budgets. Our professionals are very aware of the recent decline and later gradual increase of our
construction industry prices. Our staff is in constant communication with contractors and suppliers. This
is very beneficial to the City, since we will be able to provide budgetary estimates that will resemble real
construction prices, avoiding over budgeting or under budgeting of construction contracts.

45
