This can only be
achieved by providing safe, convenient, accessible, and comfortable connections. The 2013 Neighbor Survey
results indicated that 52% of residents are satisfied with the availability of sidewalks in the City. Additionally, 29%
of the residents responded that the maintenance of streets, sidewalks and infrastructure should receive the most
emphasis from City leaders over the next two years. As part of the comprehensive effort to address resident’s
concerns, the City has embarked on a citywide Sidewalk Assessment Program, utilizing a continuing services
consultant contract with Atkins. Work performed under the consultant task order included a GIS inventory of all 420
miles of City-owned sidewalks and an interactive report with sidewalk deficiency, photo and GIS location, type, and
length of damage.

Premiere Design Solution’s role in the project:
Equipment Coordination and Staff Training
Project Scheduling and performance tracking
Existing sidewalk condition assessment using GPS and Camera Equipped data collectors
Assessment included ADA deficiencies and condition verification
QA/QC of data collected and Coordinated re-assessment of data as required
Premiere Design Solutions, Inc (PDS) served as a sub-consultant to
ATKINS on this program and was responsible for providing all of the
filed inspection and sidewalk condition assessment of the 420 miles of
city sidewalks. Work included the coordination and training of field staff
in the use of project equipment, such as the Trimble Geo 7 Series and
the criteria dictated by the client in the categorization, prioritization and
levels required by the project. Assessment included the identification
of ADA non-conformances, unsafe sidewalks, cracks and damages.
PDS also provided scheduling and coordination of
field crews conducting the condition assessment in
order to meet the client’s delivery schedule. Data
collected was uploaded to the Clients Server for
report generation. PDS also conducted Quality
Control on data collected, reports and images, and
conducted verification of flagged areas.
59
