City of Sunny Isles Beach | RFQ No. 20-07-01 | Continuing Professional Consulting Services (CCNA) <br />JOB SITE CONTROLS REGARDING DAMAGE TO EXISTING <br />INFRASTRUCTURE ADVERSELY AFFECTING NEIGHBORING <br />PROPERTIES AND/OR OCCURRING AFTER BUSINESS <br />HOURS <br />Public Information Outreach (PIO) and coordination: PIO <br />coordination will be a major activity that will require special <br />attention by the CEI team. Prior to project start date we <br />will note if private property owners have signs, lighting, <br />landscape, and other items that will be impacted during <br />construction. One of the things we do prior to any work being <br />done. <br />Pre-activity video and photos <br />• Note any damage to properties with video and <br />photos prior to construction. <br />Flyers <br />Prior to any construction being done, we have a project <br />representative walk door to door and hand out flyers to <br />affected residents and businesses. Information will include: <br />• Work that is being done, time frame, phasing, who <br />will be affected during specific dates and when <br />project is slated to be completed <br />• 3 points of contacts: <br />• 1st Point of Contact: Contractor Project Manager <br />(available 24 hours a day) <br />• 2nd Point of Contact: CEI PA and/or SPE <br />(available 24 hours a day) <br />• 3rd Point of Contact: County Project Manager <br />• This flyer comes in handy when any neighboring <br />properties are affected / damaged during <br />construction activities. <br />• Flyer for asphalt paving operations two (2) weeks <br />prior to affected residents and businesses and <br />other major operation flyers, such as drainage <br />improvements or road closures that residents need <br />to be informed two (2) weeks prior to any work <br />being done. <br />• We also encourage contractors to run each individual <br />property owners irrigation prior to any work being <br />done to ensure no damage is being done to their <br />existing irrigation systems. <br />It is very important for the flyers to go out prior to construction <br />so that if something happens after hours or during the <br />construction day, residents and business know whom to <br />call. CEI is a 24-hour day business in case any emergency <br />arises. We recently completed a project for the City of Coral <br />Springs, NW 110th Avenue Streetscape. Residents who <br />received a flyer called our PIO representative, who was able <br />to answer any questions or concerns about the streetscape <br />improvements. Other residents called stating an irrigation <br />line was cut during construction activities. We informed City <br />Project Manager, we noted address in our files, homeowner <br />was contacted within 24-hours by the contractor. The <br />irrigation line was then repaired at no cost to the resident. <br />We also had an issue with children breaking a newly planted <br />tree, the residents called our in-house representative from <br />the flyer, we noted the property address and filed it. We then <br />informed the City Project Manager and prime contractor. The <br />landscape subcontractor had the tree replaced within the <br />week. <br />Two (2) Week Advanced Notices: We will coordinate the <br />contractor’s construction with the property owners at least <br />14 days (2 weeks) in advance to minimize impacts to <br />those owners as much as possible. Mailboxes will have to <br />be maintained by relocating them during construction then <br />replacing them as needed. <br />Projects generally include the reconstruction of many <br />residential and commercial driveways. The driveways will <br />have to be constructed without impacting access to those <br />residents and business owners. The team will ensure that <br />either a temporary access is provided or the driveway <br />construction is performed over two operations to ensure <br />proper access is maintained. <br />Driveway owners will be contacted by the SPE and the PA two <br />(2) weeks in advance of any work impacting their driveway or <br />their access. We will keep the County’s PIO informed of any <br />Maintenance of Traffic (MOT) changes and lane closures. The <br />team will ensure that the lane closure times stipulated in the <br />plans are strictly adhered to by the contractor. Any request to <br />change the lane closure times or allow lane closures on the <br />weekends will be evaluated and discussed with the County <br />in advance. <br />The team understands the importance of coordinating with <br />the different stakeholders to ensure the success of the <br />project. The County, businesses and residents within close <br />proximity to construction will all be coordinated in advance <br />of construction activities. <br />19
