City of Sunny Isles Beach | RFQ No. 20-07-01 | Continuing Professional Consulting Services (CCNA) <br />CGA’s general approach on design, development, and <br />construction related projects are outlined below. Variations <br />will occur depending on the requirements of a particular task <br />order. <br />Project Scoping: Upon receiving notification of a potential <br />project, CGA’s Project Manager (PM) will meet with the City’s <br />Project Manager to determine the project scope, schedule, <br />budget and other requirements of the project. The PM will <br />brief the CGA project team and begin to conduct project <br />scoping requirements. Due diligence will be performed before <br />preparing a conceptual sketch or a letter of understanding <br />for the City’s review and concurrence. Due diligence may <br />include, but will not be limited to: <br />• Reviewing City’s Ordinances, if requested; <br />• Reviewing the Manual on Uniform Traffic Control <br />Devices (MUTCD) and Florida Department of <br />Transportation (FDOT); <br />• Researching and obtaining available documents <br />such as existing permits, records and R/W <br />information; and <br />• Site visit to understand any project constraints and <br />challenges. <br />Task Order: Once the project scope and area have been <br />agreed upon, we will then prepare a task order document. <br />This document will include a description of the project, to <br />include but not limited to: <br />• The scope of services to be performed; <br />• Schedule of professional fees; <br />• Labor matrix; <br />• Critical path schedule; <br />• Preliminary engineer’s opinion of probable costs; <br />and <br />• List of key project team members with their roles and <br />qualifications for working on that particular project. <br />Project Commencement / Kick-off Meeting: All task orders <br />will begin with a Project Kick-off Meeting, during which the <br />CGA project manager (PM) will meet with the appropriate <br />City staff. The project manager will then assemble the project <br />team required for the task at hand. <br />The tasks of the project will be outlined at the “Kick-off <br />Meeting.” The team will be introduced to the scope, the <br />budget and the timeline, and the PM will define the various <br />elements of the project and the quality control/quality <br />assurance requirements at this meeting. The project manager <br />will regularly review the status of the project to ensure that the <br />CGA Team is meeting the project’s schedule and budgetary <br />requirements as initially defined, and update the client of the <br />project’s progress. <br />Fieldwork: For task orders involving the analysis of <br />existing conditions, the design of proposed improvements, <br />or management of ongoing work, CGA will perform a site <br />field review. Depending on the nature of the task order, this <br />may include observations of the site, traffic data collection, <br />topographical survey, Environmental Assessment and/or <br />a survey of existing structures. In most instances, CGA’s <br />familiarity with the City can expedite this process. <br />Utility Coordination: For any task order that involves design, <br />review or project management of proposed improvements, <br />CGA will coordinate with the various utility companies to <br />determine the location of existing and future planned utilities. <br />In certain projects, this will also entail coordination with <br />US Utility Potholing & Air Excavation (USPAE) to complete <br />Subsurface Utility Investigation investigation. This data will be <br />included on any right-of-way and design survey and will be <br />used throughout the design, review and project management <br />process. <br />Project Approach and Understanding - Civil Engineers <br />8
