RESPONSE TO REQUEST FOR QUALIFICATIONS FOR <br />Continuing Professional Consulting Engineering Services -Environmental Engineering <br />#BID 20-07-01 <br /> <br />5 <br />GBTS can properly design and implement the closure or replacement of underground storage tank (UST) and fueling <br />systems to comply with compliance set by Chapter 62 -761, FAC. Additionally, GBTS has a Pollutant Storage System <br />Specialty Contractor (PSSSC) as a designated subcontractor on our team to properly permit, remove, and/or install <br />both USTs and aboveground storage tanks (AST). While these storage tank upgrade issues can usually be planned and <br />budgeted in advance, GBTS often identifies forgotten and/or improperly-abandoned USTs during routine Phase I and II <br />ESA, which require proper closure (abandonment-in-place or removal) within 90 days of discovery. Therefore, we are <br />poised to provide immediate response to these issues. <br /> <br />GBTS has extensive experience in designing and implementing final closure for <br />contaminated sites through the use of traditional remedial systems, along with <br />innovative technologies. We complete a feasibility study of the options and <br />provide the client with all available options, costs, and make professional <br />recommendations on the pros/cons of these solutions. GBTS's design/build <br />experience differentiates GBTS from others providing similar services. GBTS’s <br />remediation design team takes an aggressive approach to remediation, to <br />reduce total remediation costs through more efficient cleanup methods that <br />optimize initial capital costs with long-term operation, maintenance, and <br />monitoring costs. GBTS specialists have prepared over one hundred RAPs for <br />soil and groundwater treatment systems, including innovative technologies <br />such as soil stabilization, air sparging, soil vapor extraction, groundwater <br />recovery using horizontal wells, bioventing, and other bioremediation <br />techniques. Since several key staff members have substantial experience in the <br />remediation construction field, GBTS engineers are able to design remediation <br />systems that are cost effective and more easily maintained. <br /> <br />Cleanup of a contaminated site to government soil or groundwater standards is often c ost prohibitive and may not be <br />technically possible. Preparation of a site-specific risk assessment may be used to develop alternate site remediation <br />target levels, which are less stringent and more financially and technically feasible. GBTS’s staff has successfully <br />completed Risk-Based Corrective Actions (RBCAs0 for several facilities in Florida and Alabama, which resulted in <br />restricted and non-restricted No Further Action Closures using alternative, site-specific cleanup criteria. Additionally, <br />GBTS’s RBCA efforts have resulted in Brownfields Sites being allowed to leave free floating product (FFP) in place, <br />under the protection of “Comfort Letters” issued by the state and local regulatory agencies. <br /> <br />Brownfields: Brownfields Sites are typically properties that remain blighted or underdeveloped as a result of real or <br />the perceived threat of contamination. In addition to contaminant concerns, there are a wealth of social -economical <br />challenges that also usually pose obstacles for redevelopment of these sit es. Therefore, the Federal, State and Local <br />legislatures have attempted to provide incentives for redevelopment of these sites. GBTS has extensive hands-on <br />experience in all areas of the Brownfields process, including designation of larger Brownfields Ar eas with <br />municipalities, designation of individual Brownfields Sites with both public and private stakeholders, involvement on <br />legislative changes to the Brownfields Rule, application for Brownfields Tax Credits, Site Assessment, <br />design/implementation of Remedial Action Plans, design of Risk-Based Corrective Action (RBCA) solutions, post- <br />remediation monitoring, design/implementation of Engineering Controls, development of Institutional Controls with <br />legal counsel, Environmental Justice and public outreach, and general regulatory agency liaison, all leading to the goal <br />of No Further Action (with or without Conditions), and ultimately resulting in successful redevelopment projects. <br /> <br />Asbestos and Mold / Indoor Air Quality Assessment and Remediation Design <br />Asbestos Assessment and Remediation Design: GBTS's asbestos program is directed by two full-time Licensed <br />Asbestos Consultants (LAC).
