RESPONSE TO REQUEST FOR QUALIFICATIONS FOR
Continuing Professional Consulting Engineering Services -Environmental Engineering
#BID 20-07-01

6
managers, building inspectors, and project monitors to ensure the delivery of consistent, high quality services. Initial
and annual training of all GBTS personnel meets the requirements of the Asbestos Hazard Emergency Response Act
(AHERA). GBTS specializes in asbestos inspections, microscopic analysis of suspected asbestos-containing materials,
monitoring and analyses for airborne asbestos, the design and implementation of asbestos abatement projects, and
operations and maintenance (O&M) programs. Our graphics capabilities feature AutoCAD® 2017 software that
generates rapid reproductions of building floor plans and provides greater detail and overlay options. GBTS offers
services for the analysis of asbestos content in building materials. GBTS has an in-house Polarized Light Microscopy
(PLM) laboratory, which is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) for bulk
asbestos fiber analysis. Phase Contrast Microscopy (PCM) is used during asbestos abatement projects to measure the
amount of airborne fibers. Our company participates in the Proficiency Analytical Testing program to ensure
statistically reliable analyses. GBTS has developed Quality Control/Quality Assurance manuals with strict internal
quality control standards for all PLM and PCM analyses.

After the site survey has been performed and samples of suspect materials analyzed, a survey report will be generated.
The report will contain a summary of the results of the survey, classification of asbestos -containing materials by
NESHAP category, recommendations for response actions, and cost estimates. Each report will include all
documentation produced for the survey, including: site plans, bulk sample numbers and locations, locations of
asbestos-containing materials, photographs of each homogeneous area ad bulk sampling location, and quantities and
condition of asbestos-containing materials. For each surveyed building, and Operations and Maintenance Plan and/or
Abatement Specification will be provided for use by the client. Operations and Maintenance Plans wi ll reflect the fact
that these facilities will be demolished in the near future. Abatement Specifications will be prepared as a Master
Project Manual, which encompasses all procedures currently, used in asbestos abatement. For each building, a specific
work plan will be provided which addresses the site-specific conditions.

GBTS will provide a project supervisor for all abatement/demolition work to be performed through the facilities. The
project monitor is responsible for coordinating and documenting act ivities during asbestos abatement, including air
monitoring. The project supervisor will remain onsite during all abatement activities and will assure the contractor is
performing work in compliance with all federal, state, and local regulations. The pro ject supervisor will perform all
visual inspections, onsite PCM analysis and final air testing. All final air testing results will be made available to the City
immediately upon verbal confirmation from the laboratory.

Mold/IAQ Assessment and Remediation Design: GBTS’s IAQ team leads the industry,
with over 50 years of cumulative experience diagnosing and mitigating indoor air quality
problems resulting from physical, biological, and chemical stressors in the building
environment.
