TAB E - Qualification/Personnel
RESPONSE TO REQUEST FOR QUALIFICATIONS FOR
Continuing Professional Consulting Engineering Services-Environmental Engineering
#BID 20-07-01

1
UNDERSTANDING OF THE FIRM – FINANCIAL STABILITY
Based in the United States and headquartered in Rolling Meadows, Illinois, Gallagher was
established in 1927. The company is the third largest global risk management and insurance
brokerage company in the world, with 2018 revenues of more than $6 billion. Gallagher has
assets that exceed $12.5 billion. Gallagher is a member of the Fortune 500 and, for eight
consecutive years, has been recognized by the Ethisphere Institute as one of the World’s
most Ethical Companies.
SIZE OF WORKFORCE – AVAILABILITY OF PERSONNEL
Gallagher has more than 30,000 global employees. Our Team will serve as an integral part of the City’s Project Team
always being aware of our specific responsibilities to the City. GBTS has access t o a wide range of technical experts
capable of addressing any and all potential staffing requirements of this project. We have approximately 110 full-time
personnel in addition we can pull resources from other divisions of Gallagher Florida offices.
With a network throughout North America and more than 200 Environmental Health & Safety professionals (EHS) and
an additional 200 field professionals throughout the US, no firm is better positioned to assist with the City’s
Environmental needs. GBTS provides a unique combination of local expertise and the consistency that stems from a
centralized review and process.
That being said, GBTS can support the City with experienced staff should emergency deadlines or workload require
more manpower. GBTS offices are completely staffed and operational Monday through Friday from 8am to 6pm. Staff
is available 24 hours per day, 7 days per week, 365 days per year.
ON SCHEDULE – WITHIN BUDGET
In order for the GBTS Team to stay on schedule and within budget, we have created a particular process, which works,
once a Notice to Proceed and/or a Purchase Order is received from the client representative / department.
1. GBTS will develop an understanding of the project needs, objectives, and a scope of work, implementation
schedule and itemized budget will be presented in a proposal for the client’s approval. Once a Purchase Order is
received, GBTS will immediately initiate the project – coordinating directly with the client’s Project Manager. On
larger projects, GBTS initially schedule and conduct a kickoff meeting, and then proceed with the execution of the
project, providing periodic status reports. The work product deliverable, which will typically consist of a Draft
Report (for the client’s internal review), is followed by a Final Report to be delivered to the client upon completion
of the scope of work. In the event of an “emergency” project, we can move forward with project execution ahead
of the actual purchase order issuance, based on an Authorization to Proceed.
2. As an example for similar municipality project work, below is a typical project timeline scenario of our process and
procedure.
EE&G communicates with the Client representative about budget, timing of field work, coordinating access, and
final deliverables for every project. We have a good record of being on-time and on budget with no change orders.
A typical project timeline is as follows:
a. Client representative contacts GBTS and requests a proposal.
b. GBTS provides the proposal within 48 hours of request.
