Smith & Associates, Inc. <br />Engineers • Surveyors • Subsurface Utility Engineering <br />3D Subsurface Imaging • Utility Coordination <br />SECTION E1 -QUALIFICATION <br />INFORMATION AND ASSIGNED <br />PERSONNEL• <br />LOCAL STORMWATER/DRAINAGE PERMITTING & REGULATORY EXPERIENCE <br />CAS successfully completed the NE 174 th Street Roadway and Drainage Improvement Project which <br />consisted of a reconstruction of the drainage and the road for approximately 0.2 miles from Collins <br />Avenue to North Bay Road. The CAS Team has knowledge of local, state and federal regulations and is <br />aware of sea level rise forecasts and its impact on South Florida communities. Sea levels in South <br />Florida are expected to rise 40 inches in the next 50 years. Capital projects funded in 2021 under the <br />new State Legislation SB-178 shall consider the impact of rising sea levels and assess the <br />vulnerability of their facilities including utilities, surface water management, and other inf rastructures. <br />More specifically this bill requires all public entities that commissions or manages a construction <br />project within the coastal building zone (5000' + coastal control line from seasonal high water line) <br />using State funds, to conduct a Sea Level Impact Project (SLIP) study before construction. The SLIP <br />needs to be submitted to FDEP, signed by a professional engineer, and it will be published on FDEP's <br />website for at least 30 days before construction can start. This rule applies for all projects starting <br />construction after July 1, 2021 and it is the responsibility of the construction company. Some of the <br />main items that the SLIP will cover are the following: <br />•Assess the flooding, inundation and wave action damage risks faced by the structure over 50 <br />years. <br />•The study must take into account the projected SLR and increase storm risks as well as land <br />subsidence. <br />•Potential public safety and environmental impacts resulting due to failures for leakage of <br />pollutants, electrocution and explosion hazards and floating of flying debris <br />•The study needs to include alternatives for the design and siting <br />•The study must analyze the risks and costs associated with maintaining, repairing and <br />constructing of the structure. <br />21045 Commercial Trail, Boca Raton, FL 33486 • Ph: 561-314-4445 • www.craigasmith.com • LB3110
