The CAS TEAM is ready to allocate the necessa ry staff and resources and to work with the city in accomplishing its goals as per contract requirements. <br />General Approach & Methodology We provide long term relationship-based engineering services to our clients. Our philosophy is to continue to work with city staff to provide the best possible services and solutions to complete projects cost-effectively and within the city's budget and schedule. CAS provides a team approach while making the city's staff an integral part of that team. The assigned improvement projects will be developed in the most cost-effective manner to achieve successful satisfactory results. The CAS philosophy utilizes a phased approach towards assisting the city in problem solving and for implementation of a cost effective and timely project completion. Our general project approach incorporates four phases consisting of the following: PHASE I -PROJECT DEVELOPMENT & PLANNING, PHASE II -SURVEY & ENGINEERING DESIGN, PHASE Ill -FINAL ENGINEERING DESIGN & BIDDING, PHASE IV-CONSTRUCTION MANAGEMENT and PHASE V-TESTING ST ARTUP & PROJECT CLOSEOUT. These phases are defined in detail in Section D1 -Project Approach and Understandin g. <br />Continuity of Staff Our internal company culture has created an environment for staff to excel and experience satisfaction. CAS is proud to state that the current average employee tenure is over 12 years. The City of Sunny Isles Beach will have the advantage of knowing that our assigned staff will be there throughout the duration of this contract and beyond to offer continued knowledge as well as experience to serve the city's interests. Many key CAS staff have served the city in the past 7 years. <br />The CAS Team <br />Mr. Orlando Rubio, P.E. will be the Project Manager/Production Team Leader for the duration of the contract. In addition to our CAS staff, the following four (4)sub-consultants will provide the additional professional disciplines and support which will be necessary to fulfill the scopeof work for the applicable categories. The sub-consultants are as follows: Radise International, LLC. (certlffed SBE-M/WBEnrm with Palm Beach County, M/WBE State certffled Rorlda DOT DBE and South Rorlda Water Management District SBE) forgeotechnical, material testing and construction engineering and inspection (CEI) services, Smith Engineering <br />Consultants, Inc. ( certffled CBE nrm with Broward County) for electrical engineering services, Bermello Aiamil & Partners, <br />Inc. for environmental engineering and public outreach, and MUEngineers, Inc. (Certffled CSE nrm with Broward County)for structural engineering services. CAS is a full-service engineering firm and shall provide many major services "in-house"such as, overall project coordination, survey, utility locating, utility engineering design, cost estimating, permitting, biddingassistance, utility coordination, construction manag ement, and grant funding assistance, etc., thus allowing for a more costeffective and efficient streamlined engineering process for many assigned projects. The CAS Team is also knowledgeablein the latest state and local regulatory requirements related to sustainability, resiliency and sea-level rise affecting SouthFlorida coastal communities. In addition, CAS always strives to provide "value-added" services to clients such as ourproprietary 3D Radar Tomography scanning technology (Refer to Section D2 -Innovative Technology). The CAS Teamis composed of quality and experienced local South Florida firms, all retaining previous similar project experience in the TriCounty area. <br />Principal CAS Staff <br />Mr. Stephen Smith, P.E., President/CEO is the Principal of the firm and is authorized to make representations for the firm and therefore will serve as the Principle-In-Charge for the duration of the contract. Mr. Smith can be reached by telephone at (954) 815-4111 or via email at ssmith@craigasmith.com. He will ensure the necess ary resources are provided for the duration of the contract. CAS, if selected by the City, is willing to meet at any location and commits to meet budget <br />and schedule requirements for all assigned task orders on an as-needed basis. We believe we are the best firm to perform the advertised services because of our current and past experience with similar capital improvement projects in the City of Sunny Isles Beach and Tri-County area at large. We can provide comprehensive solutions due to our breadth <br />of expertise based on years of experience, talent and innovation. We retain personnel with experience and training, along with a proven track record, to perform on time and within budget.
