Smith, P.E., President/CEO. Mr. Smith's responsibilities include management of daily <br />business operations for 40+ member civil engineering and surveying firm with gross sales of $5.5+ <br />million. Oversee all areas of business including engineering, surveying, construction management <br />services, accounting and human resources. He ensures proper allocation of resources, staffing, financial <br />management, quality control and timely project completion. Mr. Smith managed the survey, utility <br />locating, design and construction of approximately 15,000 linear feet of 6"-12" water mains for the <br />Town of Golden Beach as part of a complete retrofit of the town's entire existing water distribution <br />system. In addition, Mr. Smith was responsible for the master planning, project management, resource <br />allocation and quality assurance of the stormwater design, as well as the project management of <br />stormwater construction projects for the City of Sweetwater, Miami-Dade and the City of Oakland Park. <br />He has extensive experience in the design and management of roadway improvement projects as well. <br />Mr. Smith was responsible for the Andrews Avenue Widening and Intersection Improvements in Broward <br />County and roadway widening and intersection improvements for Biscayne Boulevard from NE 163rd <br />Street to 203 rd Street (along with stormwater improvements) and the 174th Street Stormwater and <br />Pavement Improvements for the City of Sunny Isles Beach. Mr. Smith completed a Bachelors of Science <br />in Civil Engineering & Building Construction from Auburn University. He wlll be the Prlnclpaf.ln-Charge, <br />client llalson and wlll be ensuring that the necessary resources and staff are provided for each assigned <br />project throughout the duration of the contract. <br />ENGINEERING <br />Orlando Rubio, P.E., Senior Supervising Engineer, will serve as the Project Manager. Mr. Rubio has <br />over 30 years of experience as a project manager and designer in water resource engineering related <br />various surface water management systems and roadway improvements. Mr. Rubio is responsible for <br />the development of project scopes, overall project management, engineering design, stormwater <br />master plans, State & Federal Grant applications, advanced stormwater modeling using ICPR, <br />Hydraflow, & HEC-RAS modeling software programs, and engineering services during construction. <br />Mr. Rubio also conducts field and office visits with clients, permitting agency staff, and other project <br />coordination as necessary. In the past, Mr. Rubio has worked for regulatory agencies at the county <br />and state level in South Florida. Mr. Rubio has extensive experience reviewing complex surface water <br />management license applications consisting of administrative and legal data, engineering reports, <br />computer program output and construction plans. Mr. Rubio conducted reviews in accordance with <br />established criteria, engineering principles, and normal construction practices to produce technical <br />engineering reports related to stormwater/drainage projects. Mr. Rubio coordinated reviews with the <br />SFWMD, FDEP and/or County agencies and the delegation of the Environmental Resource Permitting <br />program for Broward County from SFWMD and FDEP. Mr. Rubio's extensive stormwater design <br />exp erience in South Florida includes both gravity and pumped drainage systems. He was responsible <br />for the design, permitting and construction management of the NE 174th Street Roadway and <br />Drainage Improvements project for the City of Sunny Isles Beach. He has earned a Bachelors of <br />Science in Civil Engineering from the University of Florida. Mr. Rubio wlll provide stormwater/dralnage <br />and roadway engineering design, permitting, hydraulic modeling and construction management services <br />along with overall project managemenVcoordlnatlon for all assigned projects on an as-need basis. <br />Frank VIiar, P.E., Senior Supervising Engineer.
