16 <br />DELIVERING THE SCOPE OF SERVICES <br />Our strategy is simply to assist the City in creating a team with the right skill sets and <br />personalities; ensure the team has the proper tool to manage and communicate; understand <br />existing processes and augment those processes if needed; and finally, facilitate the <br />alignment of the project team towards the common goal of project delivery. <br />People. The most important element and foundation of our strategy is to ensure that the <br />right people with the correct skill sets are assigned to support the project team. In today’s <br />world of project delivery, it is not enough to have the correct skill set. We must consider <br />how the team’s diverse personalities compliment and support each other to achieve team <br />cohesiveness. <br />Tools. The delivery team must also have the correct tools to manage projects and to <br />communicate progress to stakeholders. These tools typically include scheduling, document <br />controls, and collaborative websites. Scheduling tools like MS Projects or Primavera P6 <br />Scheduler are important tools to coordinate the execution of various projects. Familiarity <br />with these tools also assists the project team in evaluating and managing change on <br />projects. Establishing a web-based document controls system is a critical element to foster <br />transparency and to ensure important documents are available to the entire team when <br />needed. <br />Document controls tools such as eBuilder, Primavera Contracts Manager, or others not <br />only help make documents accessible, they also assist in status monitoring of submittals <br />and Requests for Information as well as reporting of metrics (review response times, change <br />logs, etc.). <br />Processes. Project delivery has changed over the years, but one thing remains consistent: <br />processes bring consistency and repeatability to project management. With efficient <br />processes that are well-defined and communicated, the delivery team becomes more <br />efficient with every task accomplished. These processes also allow leadership to fine tune the <br />delivery to match the changing needs of the City. The delivery team performance is directly <br />tied with their understanding and ability to follow established processes. Since processes are <br />such an important part of the team’s delivery strategy, a joint review of the existing processes <br />is recommended. During this review, KEITH can assist the City in evaluating if modification to <br />any existing processes can be made to improve the efficiency of the project delivery team or <br />if additional processes or forms are needed. This review can be done in parallel with project <br />delivery to maintain forward progress of the existing projects. <br />Alignment. It is not enough to have the right people with the right tools following efficient <br />processes. They must be aligned towards a common vision/goal. One way to accomplish <br />alignment is to clearly communicate expectations and create a dialogue between the project <br />delivery team and various key City staff/stakeholders.
