15 <br />CONSTRUCTION MANAGEMENT, <br />CONSTRUCTABILITY ANALYSIS, CONSTRUCTION <br />ADMINISTRATION & INSPECTION <br />A fundamental component of construction program management <br />is an understanding of contract administration and construction <br />quality. Contract administration is broadly defined as taking plans, <br />specifications and estimates and producing a desired end-product. <br />Construction quality management involves traditional quality <br />assurance measures employed to control and verify construction, <br />material, and product quality. <br />A significant element of every project is the constructability <br />analysis. KEITH’s QC Engineer, Mr. James Thiele, PE, has the critical <br />role of performing a thorough review of all final engineering design <br />plans to ensure that the project team’s services are being rendered <br />in strict conformance with our Quality Assurance/Quality Control <br />Program. The depth of the QC reviews will be sufficient to assure <br />the design plans adequately provide the information required to <br />construct the project. The QC reviews will assure that the team is <br />complying with all governmental requirements and that the project <br />documents reflect that compliance. <br />Our staff also recognizes the importance of quality inspection <br />documentation. Thorough and timely documentation is essential to <br />meet several program objectives: <br /> Define progress and quality of work <br /> Establish FHWA presence in the Federal-aid construction <br /> program <br /> Identify project problem areas <br /> Document resolution of identified concerns <br /> Share innovations and new technology <br />KEITH has provided construction services for projects ranging <br />from airport facilities, residential communities, commercial projects, <br />and recreational parks including roadways, parking lots, water mains, <br />sanitary sewers, storm sewers, lakes, retention areas, driveways, and <br />other civil engineered facilities. The best construction management <br />practice is to maintain a close working relationship with all parties <br />involved and to respond quickly and effectively to any issues that may <br />arise. This approach coupled with our experience and knowledge, <br />offers our clients the opportunity to mitigate the potential of cost <br />overruns and delays during construction. <br />Resolution of construction issues is a priority for any successful <br />project. Contractors must receive timely direction on those issues <br />that arise during construction. For those projects that perform <br />construction during nighttime hours or on weekends it is critical <br />to have the proper inspection services maintained to address the <br />unforeseen design issues that are inherent to every project. Even <br />during off-work hours there can be matters, such as altered traffic <br />control devices, that demand direction by the Engineer of Record. <br />Establishing an emergency contact list and planning for the <br />necessary construction supervision must be coordinated between <br />the contractor, engineer and owner during the pre-construction <br />meetings. KEITH has performed this service on numerous successful <br />projects and has a proven track record of being proactive in <br />addressing construction issues. <br />UTILITY SERVICE PROVIDER COORDINATION <br />Project designs and schedules can be severely affected if proper <br />care is not given to the coordination and communication with utility <br />service suppliers such as FP&L, Comcast, ATT, etc. KEITH staff always <br />utilize a proactive coordination approach with these agencies. Our <br />staff has designed and managed the construction of numerous <br />utility infrastructure projects supporting residential, commercial, <br />and industrial developments along with municipal rehabilitation <br />projects. This vast experience provides for a project team intimately <br />familiar with the many facets involved in a project such as the <br />undergrounding of above ground utility lines and/or relocation. <br />TAB D - PROJECT APPROACH & UNDERSTANDING
