Continuing Professional Consulting Services (CCNA) <br />Request for Qualifications No. 20-07-01 Project Approach and Understanding D-4 <br />the contractor notifies the project manager that construction is substantially complete, Chen Moore and <br />Associates will conduct an inspection to determine any outstanding items to be completed or repaired <br />(Punch List). The completion of these items will be monitored by a Chen Moore and Associates inspector <br />and when they are complete, the project manager will conduct his final inspection. Only when the project <br />manager is completely satisfied that the contractor has completed the project will he issue a certificate of <br />completion. <br />Permit Closeout and Record Drawings <br />Critical to the close out of any permits will be the accurate and timely <br />submittal of Record Drawings. The accuracy of these drawings is not only <br />important for the regulatory agencies and permit closeout, but also for the <br />City’s benefit in continuing operations and maintenance of the installed <br />assets. Many contractors fail to see the importance of these drawings, <br />and as a result, the drawings they provide are not as accurate as we would <br />desire. To emphasize the importance of these drawings, Chen Moore <br />and Associates specifies in our construction contract documents that the <br />contractor submit drafts of the Record Drawings, prepared by his surveyor, <br />with each request for payment. Only when the Record Drawings are <br />acceptable is the request for payment approved and forwarded to the City. <br />Services Coordination <br />From experience, Chen Moore and Associates has realized that over one quarter of all complaints in <br />neighborhood improvement projects result from residents being deprived of an essential service because <br />of the construction. These include postal delivery, solid waste collection, public transportation rerouting <br />and other normal daily services. <br />In order to avoid these concerns, Chen Moore and Associates works with the agencies involved prior to the <br />deprivation of services in order to reach a solution that is amicable to all parties involved. This includes the <br />sending of construction impacts, such as a street closure schedule, on a weekly basis to any party that does <br />business in the area so that they can plan around the necessary inconvenience of construction. Additionally, <br />during the initial public information direct mail campaign, Chen Moore and Associates sends out special <br />needs forms whereby any individual that may experience difficulties as a result of the improvements is <br />given an opportunity to be identified prior to any loss of service. <br />Motorist Safety <br />Motorist safety, and the safety of the public in general, will be an important part of both the design and <br />construction phase. During the design phase, Chen Moore and Associates will take public safety into account <br />when reviewing site access points and lay-down areas for the construction contractor. Maintenance of <br />traffic plans can be created in accordance with FDOT’s Standard Indices, but may be enhanced where <br />needed after input from the City staff, including local law enforcement and fire-rescue agencies. These could <br />include additional advanced warning signs, variable message boards, or other widely-accepted techniques <br />for communicating changes in traffic patterns with motorists. <br />During construction, it will be the contractor’s responsibility to follow all of the motorist and public safety <br />portions of the contract. The Chen Moore and Associates inspector will monitor these features each day <br />that they are on site. If deficiencies are noted, they will be appropriately addressed with the contractor <br />as soon as they are recognized. Lane closures, street closures and detours will be closely coordinated <br />with public safety officials to ensure the construction does not impact emergency response within the <br />construction areas. <br />Scope of Work <br />CMA has extensive experience in Civil Engineering, and Construction Engineering and Inspection (CEI) <br />services, the two work categories for which we are submitting this response to the City of Sunny Isles <br />Beach solicitation.
