Continuing Professional Consulting Services (CCNA)
Request for Qualifications No. 20-07-01 Project Approach and Understanding D-5
Civil Engineering Services
CMA continues serve as storm water / sea level / resiliency experts for large and small-scale municipal and
public projects. We have worked on hundreds of projects in the last decade alone in Miami-Dade, Broward,
Monroe and Palm Beach Counties implementing storm water drainage improvements, including projects
specifically geared to address sea level rise and resiliency. Projects have included regional and municipal
storm water studies for cities like North Miami Beach, Bay Harbor Islands, Bal Harbour, Pompano Beach,
Wilton Manors, Fort Lauderdale, the Broward County Aviation Department, Hollywood, several blocks of
additional exfiltration trench in local municipalities in southern and northern Miami-Dade Counties,
proposing drainage wells in coastal areas, addressed sea level rise on coastal lands, master planned
residential communities with interconnected lake systems, and prepared the storm water master plans for
municipalities and public entities including Fort Lauderdale/Hollywood International Airport.w
Additionally, we were and are fortunate enough to work on several
wonderful projects for the City of Miami Beach. Our team was the
design engineer responsible for the Sunset Islands 3&4 Neighborhood,
which included new interconnected drainage systems with storm
water drainage pumps that discharge into Biscayne Bay and included
roadway reconstruction and raising, directly addressing sea level
rise and providing a more resilient design. This project was awarded
“project of the year” by both the American Society of Civil Engineers
(ASCE) and the Cuban American Association of Civil Engineers in
2018. CMA engineers, Patrick Kaimrajh, P.E. and Brent Whitfield, P.E. recently presented the Sunset Islands
3&4 Neighborhood Improvements project at the Florida Stormwater Association Winter Conference in
December 2018, achieving top marks and a rating of “excellent”. We have also submitted an abstract for
the same project for consideration at last year’s ASCE Florida Section Annual Conference.
The CMA Team also offers a complete breadth of drainage and stormwater services. Our team of local
engineers will bring our expertise to the City of Hallandale Beach. Our stormwater experience includes:
• All Aspects of Stormwater System Design
• Modeling (Both Water Quantity and Quality)
• Geographic Information Systems for Stormwater Projects
• Floodplain Assessment and Management Plans
• Stormwater Master Planning
• Watershed Assessments
Water Resources / Stormwater Design / Wastewater Engineering
CMA’s expertise in water distribution system hydraulic modeling includes the development of multiple
scenarios to evaluate various conditions inherent to a potable water system such as average and maximum
demand day, fire flow conditions and water age. Hydraulic modeling evaluation includes analysis of resultant
system pressures, head losses and velocities to gain an understanding of existing and future conditions.
We will work closely with City staff to understand your needs and desired strategy of model parameters,
such as database fields, queries, base map layout, model scenarios and nomenclature of model elements.
Whether it is improving the access for fire protection, reviewing the potential for future demand through
a portion of the City service area or reviewing a segment of development on behalf of the City, CMA can
assist in each one of these design needs with years of experience and proven results. The CMA team is also
available to provide training to staff in the use of the model if desired.
CMA’s experience with wastewater transmission system hydraulic modeling expertise includes the
development of steady state and extended period simulation scenarios for systems with multiple
wastewater pump stations. CMA has extensively worked on developing flow patterns that are applied to
simulated wastewater conditions for many municipalities and utilities. The development of these scenarios
include hydraulic model constraints such as pump operational characteristics and wet well physical features.
Assessment of the hydraulic model results include evaluation of system pressures, flows, and velocities
developed within the system. CMA is prepared to utilize what existing wastewater model information is
available, in concert with our own assessments and data gathered, to evaluate impacts of proposed
