<br />Mr. Eagle has more than 35 years of experience in the fields of civil and water resources
<br />engineering. His work includes detailed design, quality assurance/quality control, value
<br />engineering and overall project management and supervision for private and public-sector
<br />projects. He has completed civil engineering designs and performed construction
<br />management services for projects associated with infrastructure rehabilitation of public
<br />works, public utility facilities, and commercial and residential facilities entailing new
<br />construction and rehabilitation.
<br /> Relevant Experience Metrorail Center Control Upgrade, Miami-Dade Transit, Miami, FL. The Metrorail
<br />Control Center (MRCC) is located on the fifth floor level of the Stephen P. Clark
<br />Government Center. This project entails the development of existing office space to
<br />accommodate the modernization of the existing Central Control Facility and systems,
<br />including the heating, ventilation and air conditioning (HVAC) system on the 3rd, 4th and
<br />5th floors, power distribution units, uninterruptible power supplies, electrical systems, and
<br />existing systems hardware and software. As part of this project, Nova provided cost
<br />estimating, scheduling and claims management services, civil engineering and facilities
<br />design services as well as environmental engineering services, consisting of limited
<br />oversight of pre-renovation asbestos abatement activities (i.e., complete removal, proper
<br />disposal and sealing off of the area).
<br /> Lehman Yard Rehabilitation and Lehman Center Test Track, Miami-Dade Transit,
<br />Miami, FL. The Lehman Yard Rehabilitation project consists of construction of five (5) new
<br />storage tracks and two (2) Maintenance of Way tracks in the existing Lehman Yard. Nova
<br />provided project controls and scheduling, and inspections to ensure the contractor
<br />complies with environmental regulations during construction in connection with petroleum
<br />contaminated soil and water. Nova also assisted with ERP permit closure with SFWMD.
<br />The Lehman Center Test Track: This project consisted of the construction of a new 2,500
<br />feet long test track at the existing Metrorail Lehman Center Facility. Nova provided
<br />construction engineering and inspection services.
<br />
<br />Palmetto Station Traction Power Sub-Station, Miami-Dade Transit, Miami, FL. The project involves the design, construction and
<br />installation of a new Traction Power Substation at the existing Palmetto Station. Nova provided cost estimating, scheduling, claims
<br />management services, and construction inspection services.
<br /> Pump Station Improvement Program, Miami-Dade Water & Sewer Department, FL. Under the terms of a consent decree, Miami-
<br />Dade will rehabilitate its wastewater treatment plants and sewer collection and transmission system. Under this program, the objective
<br />is to refurbish approximately 109 sewage pump stations to comply in meeting a nominal average pumping operating time of less than
<br />10 hours per day. Nova was selected as the Program Managers to administer and manage the implementation of the PSIP initiatives.
<br />Mr. Eagle serves as Technical Director. Alexander Orr Water Treatment Plant, South Miami Heights Site Improvement, Miami-Dade Water and Sewer Department,
<br />FL. The Miami-Dade Water and Sewer Department (WASD) requested engineering services in connection with the relocation of the
<br />Division staff from their existing offices at the South District Wastewater Treatment Plant (SDWWTP) to a new trailer complex to be
