66
ResumesNova Consulting, Inc.

Steven S. Eagle, PE │ Sr. Vice President / Chief of Engineering
2

located at the South Miami Heights Water Treatment Plant (SMHWTP) site. This project involves providing engineering design
services related to general civil, drainage, electrical site lighting, parking, site striping and overall site plan. As Engineer or Record,
Mr. Eagle was responsible for preparing all permitting forms and documentation and obtaining the required permit approvals for the
project, as well as providing engineering services during construction as required, including review of contractor submittals such as
shop drawings, change orders, and requests for information, and project final certification.

Pipeline Design from South District Wastewater Treatment Plant to the South District Water Reclamation Plant, Miami-Dade
Water & Sewer Department, FL. This project included the large diameter piping design as part of the influent pipeline design from
the South District Wastewater Treatment Plant to the Water Reclamation Plant, including a canal crossing through micro-tunnel,
together with driving and receiving pits. Nova provided piping design, project management, cost estimating and scheduling during
construction, utility coordination, and permit processing. As Technical Director and Engineer of Record, Mr. Eagle provided design,
project supervision, and QA/QC of project deliverables.
South Miami Heights Water Treatment Plant, Miami-Dade Water & Sewer Department, FL. The original proposed water treatment
plant included membrane buildings, reservoirs, a multi-purpose building with raw water booster pumps, strainers, bulk chemical
storage, sodium hypochlorite; an electrical generator switch building, and a high service pumping station. The treatment plant facilities
were designed to process 26 MGD of raw water. Presently MDWASD is revamping the plant process to use water extracted from the
Upper Floridian Aquifer as the raw water source. In addition, they are considering enhancement of the original design to reflect
potential sea level rise over the next 50 years. As Technical Director, Mr. Eagle originally provided engineering design associated
with wastewater pollution and transmission system and stormwater drainage and participated in the preparation of the new
design/build criteria package.

South Miami Heights Water Treatment Plant, Reverse Osmosis Pilot Study, Miami-Dade Water & Sewer Department, FL. This
pilot study tested the efficiencies of several reverse osmosis (RO) membrane manufacturers at removing hardness, nitrate, and
salinity, while observing the fouling potential of each membrane during operation. Mr. Eagle served as Project Manager; his tasks
included coordinating and supervising Nova’s team in charge of data collection, analysis, and interpretation.
South Miami Heights Water Treatment Plant, Intersection Improvements, Miami-Dade Water & Sewer Department, FL. This
project consisted of engineering design services for the intersection of SW 117 Avenue and SW 114 Court and crosswalks on the
intersection of SW 208 Street and SW 117 Avenue. Specific responsibilities included as-built drawings, maintenance of traffic (MOT)
plans, field inspection, and project coordination. Mr. Eagle was the Project Manager and the Engineer of Record responsible for the
design and project supervision.

South Miami Heights Water Treatment Plant, Design of Pump Station No. 951, Miami-Dade Water & Sewer Department, FL.
The proposed pump station system consisted of approximately 990 linear-feet of 8-inch gravity sewers, a new/relocated pump station
and with a discharge via a 4-inch force main to the existing 20-inch force main. Mr. Eagle served as Engineer of Record.
Alexander Orr Jr. Water Treatment Plant, Miami-Dade Water and Sewer Department, FL. Mr. Eagle served as Project Manager
responsible for a Process Optimization Study to evaluate alternatives to improve the efficiency of the lime softening and stabilization
process, with the intent of reducing operational costs for the facility. Scope of work included raw water characterization, review and
documentation of the raw water supply and lime softening in the form of drawings, specifications, and operation and maintenance
manuals, bench scale testing, and cost analysis.
North, Central, and South Regional Sewer Pump Stations Hydraulic Model Calibration, Miami-Dade Water & Sewer Department, FL. This project consisted of investigation and evaluation of errors, inconsistencies or anomalies shown by the hydraulic
model for several pump stations at the North, Central and South Regional Sewer Pump Stations in order to calibrate the hydraulic
model as required. As Technical Director, Mr. Eagle was responsible for overseeing the analysis of the potential sources of e rror and
possible solutions in order to calibrate the hydraulic model as required.
