Ms. Colmenares’ background also <br />includes construction field inspection and office engineering. <br /> <br />Relevant Experience Pump Station Improvement Program, Miami-Dade Water & Sewer Department, FL. <br />Under the terms of the consent decree, MDWASD launched the PSIP an estimated <br />$215M program including 153 upgrade/refurbish projects (118 sewage pump stations and <br />35 Force Mains) for compliance with the NAPOT of less than 10hrs as well as <br />requirements for rain dependent peak flows. Nova is Program Manager responsible for <br />project prioritization and preliminary evaluation, design flow criteria including I/I reduction, <br />upgrade plan, equipment selection, coordination with utilities including FPL, design <br />management and review, scheduling and cost estimating, value engineering and <br />constructability review, and construction management and inspection including health <br />and safety and public/stakeholder outreach. The PSIP has won several awards, met all <br />EPA deadlines avoiding penalties and saved ~$37M (~17%) through implementation of <br />value engineering ideas. As Document Control Engineer, Ms. Colmenares ensured that <br />all document transmittals were accurate and completed in a timely manner. Ms. <br />Colmenares was also responsible for organizing the master database. Additionally, she <br />updated construction books and plans as the projects were completed. She assisted the <br />Construction Manager by sending letters, submittals and additional documents to <br />Contractors and EOR. Ms. Colmenares also managed the distribution of all technical data <br />and handled the flow of project files, submittals and receivables. <br /> C-44 Reservoir/STA, Comprehensive Everglades Restoration Plan, South Florida <br />Water Management District, FL. The C-44 Reservoir/STA project is a component of the Indian River Lagoon-South (IRL-South) <br />Project under the Comprehensive Everglades Restoration Plan. The C-44 project consists of a reservoir and stormwater treatment <br />areas (STAs) located on an approximately 12,000 acre site. Ms. Colmenares was Staff Engineer. <br /> City of Fort Lauderdale, Wastewater Collection and Transmission: Planning and Construction Inspection, Fort Lauderdale, <br />FL. Nova worked on the development, maintenance, update and calibration of the InfoWater Wastewater Transmission System <br />model, as well as the InfoSWMM gravity sewer model. The force main and gravity models were used to perform Capacity Evaluation <br />of the system and identify any improvements required over the next 10 years (2018-2028). Nova also provided construction inspection <br />services of field activities including bypass pumping set-up, liner installation, liner curing, lateral reinstatement, cleanout installation, <br />and manhole repairs in the A-7, A-18, A-19 A-21 D-40 and D-43 sewer areas. Ms. Colmenares was Field Technician. <br /> <br />Design Services for Gravity Sewer, Miami-Dade Water & Sewer Department, Miami, FL. Nova assisted MDWASD with the <br />professional engineering services in connection with the design, permitting, regulatory/utility coordination, bid phase services and <br />engineering services during construction for the proposed new gravity mains associated with sub-basin D2-A-1. The scope of this <br />project included a plan to extend sewer services to commercial and industrial parcels within the County's Commission Districts.
