Brief description of project and relevance to this contract (Include scope, size, and cost)

Haulover Park is located along the eastern shoreline of Miami, between the City of Sunny Isles and Bal
Harbour Village. Cummins Cederberg was engaged by Miami-Dade County Parks, Recreation & Open
Spaces to prepare a sea level rise and flood mitigation study relative to Haulover Park in Miami Beach.
The primary objective was to analyze the impacts of sea level rise on the park’s infrastructure and
operations, as well as develop flood mitigation concepts for planning and budgeting purposes. Seven
specific areas within the park were identified as priority areas.

1. Inlet shoreline stabilization (interior seawall and revetment)
2. Upland beach
3. Atlantic Way Path and associated facilities
4. Marine Center and boat ramps
5. Western shoreline stabilization
6. Bill Bird Marina
7. Parking lots

The scope of work included compiling existing survey and LiDAR data to prepare a topographic map;
site condition assessment (including environmental resources); engineering analyses with extreme tide
water levels; flood mitigation concept development; stakeholder involvement; and concept evaluations
for budget and planning.

By incorporating flood mitigation measures into the County’s park maintenance schedule, the
cumulative additional cost of adapting to sea level rise is significantly less. Through a coastal
engineering analyses, Cummins Cederberg was able to provide guidance on planning and connecting
individual components based on anticipated service life, construction costs, and projected sea level
rise.

Active contract: Yes
Contract amount: $100,000

25.
